CHAPTER XI: DECLARATION REGARDING NON-SELF-GOVERNING TERRITORIES
제11장 비자치 지역에 관한 선언

Article 73
제73조

Members of the United Nations which have or assume responsibilities for the administration of territories whose peoples have not yet attained a full measure of self-government recognize the principle that the interests of the inhabitants of these territories are paramount, and accept as a sacred trust the obligation to promote to the utmost, within the system of international peace and security established by the present Charter, the well-being of the inhabitants of these territories, and to this end:

주민이 아직 완전한 자치를 행할 수 있는 상태에 이르지 못한 지역의 시정(施政) 의 책임을 지거나 또는 그 책임을 맡는 국제연합회원국은, 그 지역 주민의 이익이 가장 중요하다는 원칙을 승인하고, 그 지역 주민의 복지를 이 헌장에 의하여 확립된 국제 평화와 안전의 체제 안에서 최고도로 증진시킬 의무와 이를 위하여 다음을 행할 의무를 신성한 신탁으로서 수락한다.

• (a) to ensure, with due respect for the culture of the peoples concerned, their political, economic, social, and educational advancement, their just treatment, and their protection against abuses; 
• (가) 관계 주민의 문화를 적절히 존중함과 아울러 그들의 정치적·경제적·사회적 및 교육적 발전,공정한 대우, 그리고 학대로부터의 보호를 확보한다.

• (b) to develop self-government, to take due account of the political aspirations of the peoples, and to assist them in the progressive development of their free political institutions, according to the particular circumstances of each territory and its peoples and their varying stages of advancement;
• (나) 각 지역 및 그 주민의 특수 사정과 그들의 서로 다른 발전 단계에 따라 자치를 발달시키고, 주민의 정치적 소망을 적절히 고려하며, 또한 주민의 자유로운 정치 제도의 점진적 발달을 위하여 지원한다.

• (c) to further international peace and security;
• (다) 국제평화와 안전을 증진한다.

• (d) to promote constructive measures of development, to encourage research, and to co-operate with one another and, when and where appropriate, with specialized international bodies with a view to the practical achievement of the social, economic, and scientific purposes set forth in this Article; and
• (라). 이 조에 규정된 사회적·경제적 및 과학적 목적을 실제적으로 달성하기 위하여 건설적인 발전조치를 촉진하고 연구를 장려하며 상호간 및 적절한 경우에는 전문적 국제단체와 협력한다.

• (e) to transmit regularly to the Secretary-General for information purposes, subject to such limitation as security and constitutional considerations may require, statistical and other information of a technical nature relating to economic, social, and educational conditions in the territories for which they are respectively responsible other than those territories to which Chapters XII and XIII apply.
• (마) 제12장과 제13장이 적용되는 지역 외의 위의 회원국이 각각 책임을 지는 지역에서의 경제적· 사회적 및 교육적 조건에 관한 기술적 성격의 통계 및 다른 정보를, 안전보장과 헌법상의 고려에 따라 필요한 제한을 조건으로 하여, 정보용으로 사무총장에 정기적으로 송부한다. 

Article 74
제74조

Members of the United Nations also agree that their policy in respect of the territories to which this Charter applies, no less than in respect of their metropolitan areas, must be based on the general principle of good-neighbourliness, due account being taken of the interests and well-being of the rest of the world, in social, economic, and commercial matters.

국제연합회원국은 이 장이 적용되는 지역에 관한 정책이, 그 본국지역에 관한 정책과 마찬가지로 세계의 다른 지역의 이익과 복지가 적절히 고려되는 가운데에, 사회적·경제적 및 상업적 사항에 관하여 선린주의의 일반원칙에 기초하여야 한다는 점에 또한 동의한다.
