A global web of complicated debt instruments that had funded a boom in risky home lending in the USA was unravelling.</p><p>The Reserve Bank and the government acted quickly and decisively. <b><u>In a series of big rate cuts, the RBA took its official cash rate from 7.25 per cent to just 3.0 per cent by April 2009</u></b>.</p><p>The Labor government of Prime Minister Kevin Rudd and treasurer Wayne Swan was elected in 2007 and had initially brought in big spending and tax cuts in May 2008. But by October 2008 Wayne Swan was changing tack and announcing a huge stimulus package of $10 billion in spending directed at boosting retail sales. That was followed by $42 billion in infrastructure and building funds.</p><p>Australia was alone among major developed economies in not falling into recession during 2008 and 2009. <<</p><p><br /></p><p>cf. Several of this interventionsㅡsuch as boosting government spending so that firms which otherwise go bankrupt would instead have their cash flows underwritten by a government deficit, and providing a direct cash grant to taxpayers to boost household spending (the very first instance of ‘helicopter money’)ㅡwere ones that Minsky had recommended.</p><p>But the key government policy that enabled Australia to postpone its crisis was to entice Australians back into its already inflated housing market, via a dramatic increase in an already generous government grant to first home buyers. Known as the ‘First Home Owners Grant’ or FHO, this scheme gave first home buyers a grant of AU$ 7,000 towards their purchaseㅡat a time when the average housing price in Australia's capital cities was AU$450,000 (Pink, 2009, p. 11). In what [is] described as the ‘First Home Owners Boost’ㅡand which I nicknamed the ‘First Home Vendors Boost’ㅡthe Federal Government doubled this grant to AU$14,000 for the purchase of an existing dwelling, and trebled it to AU$21,000 for the purchase of a new dwelling. State Governments added their own bonuses on top, with the outstanding example being the State Government of Victoria, which gave another AU$14,000 for the purchase of a new property outside the State capital.</p><p>With banks willing to provide a loan to a buyer with a 5% deposit, this grant mean that the first home buyers did not need have any savings of their own to qualify for a mortgage. First home buyers flocked into the market, thus stopping the decline of mortgage debt ((in its tracks)), and restarting the then faltering Australian housing bubble. House prices fell during 2008 before the scheme was started, but then rose past their pre-crisis peak until the scheme ended in mid-2010.</p><p>By then, Australia was benefiting from another bubble: the incredible increase in demand from China, driven partly by its continued industrialisation drive, but significantly also by a credit bubble that was Chinese government's response to the GFC. So just as the Australian household sector started to de-lever, the corporate sector embarked on a borrowing spree to finance the investment in mines, ports and railways needed to satisfy what at the time was thought to be an insatiable Chinese demand for Australian coal and iron ore. These two overlapping trends in private debt meant that though the rate of growth of private debt slowed down in Australia at the time of the GFC, it never turned negative as it did in the USA. Private credit thus continued to stimulate the Australian economy, and the stimulus increased as the housing bubble and the minerals boom accelerated from 2010 on.</p><p>As that double-barrelled boom gathered steam, a remarkable thing happened: much to the amazement of Australia's Central Bank, inflation did <b><i>not</i></b> rise. <b>The RBA had been the last Central Bank in the world to realise that a crisis was afoot in 2008, and <u>it continued to increase its reserve interest rate until March of 2008</u>, fighting the non-existent menace of inflation. It did <u>not start cutting rates until August 2008ㅡfully a year after the GFC began</u>. Cementing its status as the most out-of-touch Central Bank on the planet, it was then the first to start raising rates after the GfC</b>ㅡin the false belief that inflation remained the primary enemy of the economic stability.</p><p>The facts begged to differ, and at the end of 2011 the RBA reluctantly reversed direction once more. The mainstream economic principles are fully valid ..</p><p>In the very rare "Yin" periods, however, economic actors give a higher importance to debt reduction than to profit maximization.</p><p><br /></p><p><b>Richard Koo's book</b></p><p><br /></p><p>Koo's theory is related to economists like Walter Bagehot, Hyman Minsky, Charles Kindleberger, who similiarly to Austrian economists introduced a "Boom and Bust Cycle" or "Financial Instability Theory" caused by excesses of the financial sector.</p><p>The boom phase is often visible in excessive appreciation of assets price and high debt. The sharp distinction to Austrians, however, is that Koo's recipe against a balance sheet recession is public spending.</p><p>In the "balance sheet recession / Yin" phase, economic actors want to reduce costs and debt. Many economic principles are only partially or not valid at all. Their underlying assumptions, that firms want to maximize profit and that the propensity to consume is considerably higher than zero, are not valid.</p><p>The way economies get into the balance-sheet recession is the following:</p><p> - The private sector builds up massive debt levels to buy property and speculative assets.</p><p> - Asset prices edge up as demand rises but then eventually the bubble bursts and the private sector is left with declining wealth but huge debt. Often richer, informed investors are able to sell the property early, but the ordinary people are often left with asset "under-water".</p><p><br /></p><p>Symptoms of a balance sheet recession:</p><p>- The private sector then starts restructuring balance sheets--and stop borrowing--no matter how low interest rates go.</p><p> - All effort is devoted to paying back debt (de-leveraging). Households increase their saving and reduced [reduce?] spending because they become pessimistic about the future.</p><p>- For borrowers who are under-water, a credit crunch might emerge--even if there are enough funds, banks cannot find credit-worthy borrowers to lend to.</p><p> - Attempts at pumping liquidity into the banks will fail because they are not reserve-constrained [??]. They are not lending because no-one worthy wants to borrow.</p><p><br /></p><p><u>Koo's way-out from a balance sheet recession:</u></p><p>- According to Koo, the only way out of the "balance sheet recession" is via sustained public sector spending.</p><p> - The faltering spending causes the economy to grow very slowly. Especially when public spending helps, a recession and Irving Fisher's deflationary spiral and the above credit crunch can be avoided. 그러니까 이제 큰 틀을 그냥 공개시장운영 이란 뭐고 한국은행이 어떻게 공개시장운영을 하고 있으며 그리고 이제 공개시장운영 주요 수단은 그리고 공개시장운영에서 이제 바뀌는 세계적인 좀 큰 트렌드 그런 식으로 좀 이해를 하시면 될 것 같아요.</p><p>다시 한번 말씀드리지만 이 내용은 대학생 분들이 많으니까 공부하는 거하고는 좀 많이 상관이 없어요. 그리고 또 시험에 나오는 것도 아니고 그렇게 때문에 조금 어렵다기 보다 좀 생소한 용어도 많고 그런 것을 우선 좀 이해를 하셔야 되고 그래가지고 제가 인제 여기 강의 하는 거는 기본적인 반복을 많이하고, 반복 처음에 잘 모르기 때문에 조금 그 설명하다 그 다음 또 뒤에 가서 또 반복하고 그러니깐 그런 거 생각 숙지 하시면 돼요 그러면</p><p>구성 강의 내용부터 말씀드리겠습니다. 첫 번째로 이제 통화 정책이 있어요. 그러니까 통화 정책이란 뭔가 한번 설명을 드리고 두 번째 이제 통화 정책 목표와 공개시장운영 관계 세 번째가 인제 우리나라 공개시장운영 정책에는 어떻게 이루어져있는가 네 번째는 이 공개시장운영을 어떤 수단 가지고 가고 있냐 그래가지고 유동성조절수단 그 다음에 이제 조금 시간이 좀 남으면 이제 공개시장운영을 한국은행이 어떻게 실시하고 있는가. 그리고 유동성 조절 필요 뭐라던가 그런 거에 대해서 설명을 드리고 그다음에 이제 여섯 번째는 이제 2008년 금융위기 이후 공개시장운영 역할이 어떻게 변화되어 왔고 이제 새롭게 설정된 공개시장운영 역할에 대해서 우리는 어떻게 되어가고 있는가. 그렇게 설명 드리도록 하겠습니다.</p><p>첫 번째 통화 정책 이란 무엇인가? 이거 다 아시겠죠. 통화 정책이란. 중앙은행이 왜 중앙은행이냐면 중앙은행은 독점적인 발권력을 지녔다. 중앙은행이 어떻게 통화량이나 금리에 영향을 미쳐서 무엇을 물가안정 금융안정 등을 달성함으로써 경제가 지속가능한 성장 할 수 하도록 하는 정책이다. 저 중앙은행이 통화량이나 금리의 영향을 미쳐 물가안정에 또는 금융안정을 달성 하는 거다 그게 인제 통화정책 입니다.</p><p>다음에 이제 통화 정책이라는 정의 속에서 이런 수단과 목표를 가지고 어떻게 해야 되냐 그러면 이제 통화 정책 운영체계 체계가 뭔가에 대해서 한 번 설명드리겠습니다. 한국은행 통화정책 운영체계는 최종목표는 처음에 말씀드린 것처럼 이제 물가 안정 이었어요. 물가 안정이었는데 2008년 금융위기 이후에 인제 물가안정만 달성해서는 위기를 다시 재발할 수 있다는 그런 논의가 많이 이루어져서 2011년에 이제 목표 중에 물가안정을 추구하되 금융안정에 주의를 해야 된다. 그러니까 금융안정에 더 유익한 다는 말은 뭐냐면 금융불균형 누적 현상에 대해서 한국은행도 항상 모니터링 하라는 그런 의미입니다. 예를 들어서 한국은행이 11월 달에 기준금리를 올렸잖아요. 그게 5년 만에 처음 올린 건데 근데 어찌 보면 물가상승률 한국은행 물가안정 목표는 2% 수준에 조금 미달 하는데도 그때 이제 금리를 올리게 된 가장 큰 배경은 금융 불균형 누적에 대한 고민에서 나온 겁니다.</p><p>그 다음 이제 명목 지표는 이제 소비자물가상승률 금융안정이 중요하더라도 지금 한은법 체계에서는 한국은행의 고유의 업무는 물가안정입니다. 이걸 달성하기위해 가지고 정부가 협의한 목표가 한국은행 소비자물가상승률 3년 중기적으로 2퍼센트 달성해야 된다 그러면 이런 물가안정을 달성하기 위해서 한국은행이 어떻게 해야 되는가.</p><p>이제 보통 1990년대 초까지는 물가안정을 달성하기 위해 가지고 중앙은행들은 통화량목표제를 추구 했어요. 그러니까 여러분들 다 아시다시피 통화 승수 있잖아요. 거시경제학에서 배우는 것처럼 통화 승수를 통해 가지고 한국은행이 본원 통화를 얼마만큼 발행 한다는 것을 정화면 거기에 따라 가지고 이제 통화량이 시중에 풀리면서 그리고 이제 실물경제에 영향을 미치고 그런 파급 경로를 통해 가지고 이제 물가가 변동 하는 건데 경제가 다규화 되고 이제 통화량과 물가 간의 상관관계가 떨어지는 그런 것이 현저하게 나타남으로써 이제 1990년대 후반부터 주요 선진국들이 통화량 말고 그럼 금리를 직접 한번 타게팅해 가지고 중앙은행이 금리 파급경로에 의해서 물가안정을 달성해 보자 그래 가지고 한국은행도 이제 1998년부터 이제 통화량목표제를 버리고 운영 목표를 콜금리로 가는 금리 중심의 통화 정책 체계를 선택하게 되었어요.</p><p>그 다음에 인제 이런 운영목표가 지금 콜금린대 콜금리를 어떻게 맞추냐 하는 정책수단이 있는데 콜금리를 기본적으로 우리가 타겟팅하는 수단은 공개 시장 군이에요. 지금 설명한처럼 다만 인제 여수신제도 라든가 지급준비제도 1층은 뒷받침 속에서 공개 시장이 이루어지기 때문에 여기 이제 정책수단을 여수신제도 지급준비제도 공개시장운영 이렇게 세 가지로 같이 나눴습니다.</p><p>여수신제도나 이제 한국은행이 뱅크로서 은행 한테 돈을 빌려 주는 겁니다. 여러분들 일반 개인이나 기업들 한테는 거래를 하지 않고 근데 그 대출이 이렇게 다양한데 기본적으로 인제 금융중개지원대출 같은 경우는 한국은행이 1950년 설립 이후에 계속 이제 정부의 재정 정책에 뒷받침하기 위해 가지고 어찌 보면 중소기업이라던가 신성장산업이라던가 긍정적인 성격으로 저리의 자금을 한국은행이 은행들한테 빌려 주는 겁니다. 예를 들어가지고 a 은행이 이제 한국은행이 정한 특정 자금을 어떤 기업한테 빌려주면 그 기업 실적을 가지고 a 은행이 한국은행한테 오면 그 실적을 그렇게 해 가지고 저리 자금으로 빌려 주는 거예요. 그게 쉽게 말하면 어떤 부분으로 자금이 흐를 수 있도록 인센티브를 이제 그런 정책 이거 여기 나오는데 일중당좌대출 제도는 하루 중에 이제 뭐 A 은행에서 B 은행으로 작은 결제가 이루어지는데 일시적으로 자금이 부족해서 때 이제 부족한 은행에 대해서 하루로 그냥 돈을 빌려 주는 것을 바라는 거고 이제 특별 대출은 진짜 이제 금융 위기 상황 같은 경우가 돼 가지고 은행이 거의 나갈 정도로 되는데 은행이 망할 그런 정도를 그냥 내버려 두게 될 경우 금융안정에 현저히 영향을 미친다는 판단을 하게 되면 이제 한국은행이 직접적으로 은행한테 이제 특별히 돈을 빌려 주는 그런 제도가 영리기업 같은 경우도 인제 보통 한국은행 한테 돈을 빌려 주지 않지만 특별한 경우 좀 하여간에 한국은행이 빌려 주지 않으면 정부의 재정도 어찌 보면 이제 여야합의를 통해 가지고 정책 자금 지원이 늦었고 그런 상황에서 이 기업한테 돈을 빌려 주지 않으면 수도 똑같이 인제 경제 심각한 부정적인 영향을 미칠 때 이제 한국은행이 경기에 배려해 주는 겁니다. 그다음 얘기인데 자금 조정 대출하고 자금도 정기예금을 빨간색 출력해 놓은 거는 공개시장운영을 하는 과정에서 이 두 대출이 중요한 역할을 하기 때문에 그럽니다. 요건 뒤에 가서 제가 다시 한번 설명드리겠지만 기본적으로 공개시장운영은 뭐냐면 제가 말씀드렸다시피 한국은행은 지금 금리 중시 통화정책체계라고 말씀 드렸잖아요.</p><p>금융통화위원회가 기준금리를 결정을 하면 한국은행은 그 기준금리 수준에서 금융기관 간 거래 금리 콜금리가 기준금리 수준에서 유지되도록 하는 것이 공개 시장에 가장 큰 의미입니다. 그러니까 공개 시장이라면 뭐냐 지금 우리나라에서 말하면 한국은행 금융통화위원회가 기준금리를 결정하면 그 기준금리 수준에서 은행간 익익물 거래금리 그러니까 지금 기준금리가 1.0 이면 은행간 하루 영업 거래 금리가 1.0이 되도록 유동성 조절을 하는 것이 공개 시장 운영이에요. 그런데 인제 1.0이 되야 되는데 뒤에 가서 전부 다 거기서 다시 설명 드립니다. 1.0 있는데 이제 기준이라든가 그 당시에 시장 상황에 따라 가지고 1.0 에서 크게 벗어날 때 가고 있습니다. 뭐 그러니까 쉽게 말하면 이제 자금이 수급불균형이 돼가지고 그럴 때는 1.0 에서 2.0 도 가고 또 돈이 많아지면 1.0 에서 뭐 0.95% 떨어지고 그러는데 이제 여기서 이제 자금 조정 대출금 조정 예금은 뭐냐면 은행들이 이제 하루짜리 서로 빌리고 거래를 해야 되는데 돈이 너무 없는 거야 전부 다 그러니까 지금 한국은행은 기준금리를 일정으로 정했는데 은행들이 돈이 너무 없으니깐 금리가 3.0 4.0 도 갈 수 있게 좀 더 돈을 수요 조절 가격 그러니까 그런 상황을 방지하기 위해 가지고 자금 조정 대출이라는 거는 1.0 에서 플러스 100bp 그러니까 2.0 은행들이 지금 자금이 부족한 지금 자금수요가 그 있는 기관들은 2.0 에서 한국은행이 무제한 빌려주겠다. 자금 조정 대출 그 다음에 이제 돈이 엄청나게 많으면 일정이 돼 돈이 너무 많으니까 처음이다 돈을 차이밖에 안 그러니까 돈을 활용 해야 되겠지요. 그러면 금리가 제로 까지 가서 돈이 전부 다 전부 다 그러면 뭐 0.001 까지 해 가지고 돈을 빌려주는 데 그때는 그때로 또 지금 한국은행 금융통화위원회가 전화 일찍 5분에서 반전이 벌써 나는 거잖아요. 그러면 안 되기 때문에 그렇게 돈이 많은 상황에는 한국은행이 1.0 에서 백 백 백 0.0 으로 모든 돈을 우리가 돈을 받아주겠다 이름이 인제 자금 조정 대출하고 자금 조정 예정이에요. 그러니깐 기본적으로 체제하에서는 현금 네가 1.0 으로 기준 금리가 정해져 있으면 여기서 콜금리 최대 변동폭은 2.5 에서 0.95 되는 겁니다. 그러니까 돈이 지금 엄청나게 많아도 한국은행에서 0.0 으로는 무조건 이자를 주고 돈이 아무리 부족해도 한국은행한테 가가지고 2.0 으로 한 거는 무조건 빌려 주기 때문에 지금 이게 뭘까 콜금리가 변동 된다 그러던데 인제 자금 조정 대출금 조정 예금은 사이에서 이루어진다고 그렇게 이해하시면 됩니다.</p><p>지급준비제도 지급준비제도는 다 아실 거예요. 이제 계획은 일정 부분을 한국은행 당좌예금으로 사야 되는 건데 이제 법정지급준비율 예금의 종류에 따라 가지고 0 에서 7% 나뉘어집니다. 그리고 이제 실제 지급준비금을 쌓는데 한국은행 당좌예금이라는 금액도 지급준비금으로 인증을 해 주고 그리고 인제 금융기관별 영업정지 재밌잖아요. 지점에서 남는 돈 이것이 지금이라 그런데 지금도 이제 필요 지준의 30% 뿐인데 한국은행 당좌예금 회사 않는 걸로 그냥 단지 해 줍니다.</p><p>그 다음에 이제 공개시장운영 제일 중요한 국제 시장 분위기인데 공개 시장 구경이나 한번 그러니까 중앙은행이 금융시장에서 금융기관을 상대로 증권 등을 그리하여 시장금리 및 유동성을 조절하는 정책입니다. 공개시장운영 이제 조금 전에 말한 대출제도와 지급준비제도 보다 많이 자주 이용되는 그런 이유가 아래에서 나오는 특징 땜에 그렇습니다. 첫 번째 능동적 입니다. 한국은행 주 도하에서 직접적으로 시장에 참여자로서 삼각 해 가지고 정권을 팔고 매매하고 그리고 지금 후에 나올 통한 전권을 발행하고 그런 것처럼 한국제분 시장에 참여하는 있기 때문에 이건 능동적인 데 대출은 어찌 보면 나는 가만히 그랬는데 a 은행 보고 돈을 빌려 나는 그 전에 우리한테 와가지고 그런 거처럼 좀 수동적인 측면이 좀 있습니다.</p><p>그 다음에 이제 공개시장운영은 메일 거래가 분실해서 거래가 이루어지기 때문에 정책당국이 필요에 따라 실시시기 운영규정 등을 신축적으로 조절할 수 있어요. 그에 반해 가지고 지준일 같은 경우는 이거는 시장에 미치는 영향이 엄청나게 크기 때문에 조금만 저장해 둬 이거를 효과도 점검해봐야 되고 그리고 또 이거 지준율 제도에 대해서는 아는 사람들이 페이지 해야 된다는 사람도 있고 엄청난 돈이 감기 때문에 쉽게 정책수단으로 사용하기가 싶지 않습니다. 그 다음 똑같은 말하지 금융시장에서 그냥 내가 한국은행 가지고 있는 책 우리가 살면 돼요 경쟁입찰을 통해 가지고 그러니까 지금 가령 예를 들면 2016년에 우리가 보면 예기치 못한 사건 들이 많이 나왔어요. 브렉시트 라던가 그리고 도널드 트럼프 대통령 당선 그런 것 때문에 시장 참가자들은 미래에 어떻게 될까 너무 두려워요 그런 과정에서 이제 이 연준이 금리를 현재 인상하겠다는 상승폭 가상 시기를 당초 길을 보다도 훨씬 더 많이 하겠다 그런 의견을 표출하면서 시장이 처음보다 조금 경계심이 높아져 가지고 금리가 걱정했습니다. 그럼 금리가 급등 해 가지고 금리가 급등하는 와중에 금리가 걱정하며 체크를 가진 기관 들 층 예를 들면 증권사 같은 경우는 채권을 금리변동에 엄청 민감하거든요. 지금 자기들이 가지고 있는 책 보니 금리가 일정 부분을 넘게 되면 금리가 올라가면 채권 가격 나갑니다. 생각이 떨어져요 떨어지는데 증권사 같은 자체적인 규정이 거 있어 가지고 일정 부분 손실이 나면 이거 다시 팔아야 돼요 채권은 손절매가 나오는 거죠 금리가 굴러가는데 손정 내가 또 파니까 금이 가 또 올라가는 거죠 그러면서 인제 시장기능이 2016년 11월 12월 달에 정상적인 작동을 안 하는 거야 팔자가 나오기 때문에 그러는 과정 속에서 인제 한국은행은 아 지금 그 이렇게 되면 시장기능이 정상적으로 작동 안 하고 과도한 금리상승이 되니까 어떡하든 시장에 불안심리를 진정시켜야 된다. 그런 의미에서 인제 2016년 11월 달에 다스베이더 라고 한국은행은 기본적으로 금융시장에서 국고채를 매입을 카드를 땄습니다. 특별한 경우가 아니면 그리고 지금 제 한국은행이 단순 매입을 해 줌으로써 아 이제 한국은행이 금리의 속도라든가 그거에 대해서 조금 뭔가를 완화시킬려고 하는구나 그랬을 때 무슨 대출을 받고 뭐 지준 열을 올리고 그런 것 알림에 뭐 규정도 바꿔야 되고 막 복잡한데 그런 것처럼 공개시장운영은 그냥 그 상황에서 시장이 조금 불안하고 좀 그럴 때 바로 투입할 수 있는 거죠 돈 이라든가 그런 측면에서 공부 시키는 게 좋습니다. 그리고 이제 공개시장운영은 다양한 경제주체가 참여하는 금융시장에서 시장메커니즘 있다라고 수행되기 때문에 제일 시장친화적인 정책입니다.</p><p>그러면 제가 이제 또 같이 조금 전에 설명드린 거를 여기서 이제 다시 나온 거를 다시 한 번 설명 드릴게요. 이제 금방 말씀드린 것처럼 금리 중심 통화 정책 하에서 중앙은행이 기준금리를 적정수준으로 조정하면 통화정책 파악 경로 정상적인 작동 을 통해 물가안정 최종 목표를 달성할 수 있다 이러한 기본적인 믿음의 전제하에서 우리는 기준금리가 조정이 되면 여기 나오는 것처럼 기준금리 익익물 시장금리 장단기시장금리 총수요 생산 물가의 경로를 통해 정책 효과가 파급됨으로써 물가에 직접적 영향을 미친다는 거잖아요. 지금 근데 글로벌 금융위기 때는 이게 작동이 안 됐어요.</p><p>글로벌금융위기 때는 가령 예를 들면 중앙은행은 그러니까 이제 자기한테 많이 장기금리는 한국은행이 결정하는 것이 아닙니다. 한국은행이 통제할 수 있는 거는 기준이 공급자로서 익익물금리만 사실상 통제할 수 있어요. 장기금리는 국채라든가 그런 거는 수급 이라든가 그리고 특히 대회 여인 지금 같은 경우 미 연준 금리 정책 그리고 이제 도널드 트럼프 대통령이 뭐 감세정책 그리고 bcb 라든가 다양한 여인들의 해 가지고 자기가 변동을 전경련 그런데 이제 장기금리가 일시적으로는 변동을 타는데 가령 예를 들어 가지고 지금 한국은행 기준금리 가 1.0 인데 우리가 보통 장기금리 라고 참는 것이 국고채 10년 3년인데 보통은 이제 1.0 에서 국고채 3년 금리 같은게 언제 150에서 200dpi 으로 좀 이제 흡 아니잖아. 이제 단기금리 자기결정이론 의하면 유동성선호 해 가지고 유동성 당연히 장기금리가 단기금리 보다 더 덥잖아요. 장기 금리가 단기금리에 대한 기대 뿌라스 유동성선호를 반영한 금리인데 이제 장기금리는 제가 말한 국고채 3년 이라던가 10년은 지금 기준금리 가서 일 좀 보고 있는데 보통 역사적인 경험을 보면</p><p>국고채 3년 같은 경우는 1.0 s350d 띄어쓰기를 2.5 에서 3.0 3.0 한 그 정도 되고 인제 국고채 10년은 200에서 아 이거 정확하게 그 정도 될 거예요. 그런데 금융 위기 때는 단기금리를 제로 수준으로 낮췄는데도 장기금리는 이렇게 된 거야 장기금리는 안 내려온 거야.</p><p>그럼으로써 인제 그때 중앙은행이 이제 금융위기 그러니까 실질적으로 경제주체들이 투자라든가 소비 의사 결정 할 때 활용하는 금리는 초단기 금리는 사용을 안 하거든요. 당연히 를 사용 하거든. 장기 없네요 그러니까 중앙은행에 아무리 제로로 금리를 낮췄다 그래도 장기금리가 10% 20% 면 사싫상 정책 효과가 없는 거예요. 그러니까 여기서 말한 것처럼 금리 중지 통화 정책이 운영이 되려면 기본적으로 통화정책 파급경로가 정상적으로 작동이 되어야 돼요 이런 경로를 통해 가지고 그 나도 인제 금융 위기 때는 사실상</p><p>중앙은행이 기준금리를 제대로 다쳐도 장기 가면은 뭐 해서 20% 남아 있으니까 계속 이게 있다 안 떨어지니까 인제 양적 완화라는 정책으로 통해 가지고 국채를 직접 매입하는 거죠 그리 고 퍼센트에 있는 금리를 낮추기 위해 가지고 국채를 사니까 3%로 이렇게 떨어져 이거는 금리 중심 통화정책 즉 우리가 기본적으로 평상시에 사용하는 통화정책 공개시장운영하고는 전혀 다른 겁니다.</p><p>이제 이 과정에서 이제 금방 공개시장운영은 뭐냐면 이게 뭔 시장금리가 기준금리 에서 크게 벗어나지 않도록 유동성을 조절하는 역할을 하는 거다. 공개시장운영은 우리나라에서는 한국은행이 정한 기준금리를 콜금리 수준에서 아 그러니까 콜금리를 한국은행이 금융통화위원회가 결정한 기준금리 수준으로 유지하는 것이다. 어떻게 유지하느냐 유동성 조절을 통해 가지고 이게 제일 중요한 거에요. 공개시장운영이란 뭐냐 지금 한국은행에서 하는 거는 금융통화위원회가 결정한 기준금리에서 은행간 익일물 거래 금리가 크게 벗어나지 않도록 유동성을 조절 하는 거다.</p><p>그러면 여기 1법칙 한국은행기준금리 이렇게 통화정책 파급경로가 익일물 시장금리 기일물 단기시장금리 장기시장금리 여수신금리 이렇게 실물경제로 영향을 미치는 데 여기서 공개시장운영의 역할이 뭐냐 그러면 기준 금리가 운영목표 수준에서 벗어나지 않도록 유동성을 조절하는 것이 공개시장운영 이다 그렇게 하시면 될 겁니다.</p><p>그럼 기준금리란 뭐냐 기준금리란 인제 금융통화위원회가 현재의 경제상황을 봐 가지고 이 정도 금액이면 그러니까 나이로라고 했잖아. 거시경제학에서 배우는 그런 수준을 달성할 수 있겠구나 그렇게 판단하는 거예요. 그러니까 이제 금융통화위원회가 정책 물가안정 달성을 위해 금융안정 등을 고려해 결정 안 덥니 수준이다 기준금리가 정확하게 이런 피상 지금 말고 실제로 뭐냐 실물 환매조건부증권 매매 금리 자금 조정 예금 대출 등 금융기관의 거리가 기준이 된다 그러니까 제가 말씀드렸잖아요. 자금 조정 대출 예금 기준금리 플러스마이너스 백비트고 기준금리 7월 판매조건 환매조건부채권매매금리는 뒤에서 다시 설명을 드릴게요 그니까 기준금리는 한국은행 가</p><p>은행 가입 거래 금리라고 생각하시면 돼요.</p><p>그런데 이제 여러분들이 그냥 저도 이제 여기 시장 운영팀 꼭꼭이 전에는 잘 몰랐던 거예요. 내일이 다음 주 화요일 날 그리 통화 위원회가 있는데 만약에 다음 주 화요일 날 금융통화위원회에서 지금 일정이 금리를 기준금리를 일정 최고로 올렸다 그러면 우리 팀에서 뭘 해야 될까.</p><p>기준금리를 걸렸으니까 유동성을 보통 사람들은 줄인다고 생각을 타겠죠. 시중에 풀려 있던 단기자금을 그렇지 같습니다.</p><p>1층에서 1.75% 로 인제 금통위 결정해 딱 나면 1.5 거에서 1.75% 로 금통위가 금리를 올렸다 그러면 우리 팀에서 아무런 조치를 깔아도 시장에서 자발적으로 열시 에 그 소식을 듣 자마 자 콜금리가 1.75% 로 올라 갑니다. 저녁 그 이유는 뭐냐면 한국은행이 기준으로 1.7% 결정을 했는데 금융기관들이 만약에 1.0 이라던가 그거 별개로 거래를 하게 되면 한국은행이 개입을 캐 가지고 일정 7월 어서 유동승 조절 금리가 만들어질 되도록 할 거라는 시작하기 내가 전부 다 했어요. 그렇게 되면 우리가 시장 운영팀이 아무 조치를 하지 않아도 1층에서 일정 치료로 그냥 그냥 들어가네 거래가 이루어지게 됩니다.</p><p>여기 볼트 거의 지금 기준 금리가 콜금리 에서 비슷하게 만약에 콜금리 에서 많이 벗어나면 저희들을 팀에서 길을 못 한 거야.</p><p>여기서 조금 인제 실무적인 내용으로 조금 들어가 볼게요.</p><p>번개시장 공영 가이드 콜금리 관계인데 금융기관들이 항상 이 기능을 거래를 기준금리 수준으로 하면 우리는 기동성 조절을 할 필요가 없게 조금 이한테 기준금리 수준으로 그냥 계속 하고 있는데 근데 현실은 그렇지 않기 때문에 우리가 그렇게 콜금리가 오르거나 낮아졌을때 적정유동성 을 조절을 해 줘야 됩니다. 그런 이유에 대해서 지금 숨이 하는 거예요. 이제 제주수협 여기는 이제 지존이라는 지급준비금 인데 지금 여기 수요는 여러분들 다 하는 수요공급의 수리하고 조금 다른 개념이에요. 기준수요 수요가 뭐냐면 은행들이 은행들이 한국은행 그러니까 조금 전에 말한 지급준비제도 하에서의 가지고 한국은행 당좌예금 에 쌓아 놓아야 될 금액이에요. 한국은행 당좌예금에 쌓아 놓아야 될 금액 근데 이 금액에는 한국은행이 이자를 드리겠습니다.</p><p>이 한국은행 당좌예금. 그 지준수요는 뭐냐 이게 수요와 공급의 의해서 결정되는 그런 돈 수요가 아니라 은행들이 지급준비제도에 의해 가지고 법정으로 싸 놓아야 할 예금액이다 그 다음에는 이제 기준 공급은 직접적으로 이제 은행들이 쌓아두는 금액이 쌓아두는 금액 근데 인제 지준 공급은 지준 수요는 사전에 저기 저 사전에 정해진다는 것은 무슨 말이냐면 지준수요는 어떻게 정해지나면 오늘이 2월 2월 23일 있잖아요. 그러면 이제 지준을 싸야 되는데 그냥 드리지 지준을 쌓아야되는데 가령 그냥 쉽게 설명을 드리면</p><p>지준을 쌓는 기간 적 내가 지준을 쌓아야될 지준은 싸가지고 네가 얼마만큼 썼느냐 일을 결정하는 그러니까 그 결제 가능 기간 가 네가 얼마를 사야 되냐 너는 얼마나 싸야 돼 기간이 완전히 분리 되어 있어요. 예를 들면 3월 달에 쌓아야 됐거든. 2월 달에 은행들이 받은 계획을 예금에 의해 가지고 예금 규모의 아이가 추천 7 해 가지고 딱 나오면 3월부터 이제 은행들은 그 규모만큼 평잔으로 싸야 돼요 평잔이란 개념은 뭐냐면 3월 달에 기준을 쌓는 금액이 좋 아 그러면 평잔이란 기념 연 하루에 10조를 다 쌓아도 돼요 하루에 10조를 다 쌓고 그 다음 날은 영으로 한 개도 안 쌓아도 되고 그러니까 뭐 팔조 쌓고 내가 뭐 자기 나름대로 그러니까 평잔이란 개념 꼭 이렇게 든든하게 쌓을 필요가 없는데 그냥 쌓아야 되는 건데 그런 것처럼 지준수요 금융기관들이 쌓아야 돼 금액은 정해져 있는데 한국은행에다가 근데 여기 보면 인제 뭐 전부 세체즙 이라던가 한국은행에서 나가는 금융중개지원대출 그다음에 외환시장개입 이라 그러는데 왜 아직도 뭐 화폐발행 도 위생적인 여행 으로 해가지고 직접적으로 은행들이 쌓는 금액은 변해요.</p><p>지중 가구 저 발생을 타거든요.</p><p>이걸 좀 이게 그냥 요거는 그냥 받아들여야 돼 이렇게 막 생각해 가지고 이론적인 게 아니라 인생 보기 때문에 그런 거 보면 기준급여 인제 변동교회 있는데 정부부문 재정 집행 그러니깐 지존 일하는 거 있어야 돼 영향을 미치는 거는 a 연예인과 비가 내가 동굴에는 지존 시장에서 저녁에 경향을 판매처 여기까지 전원 공급 경우에는 비전을 결정할 수 있는 거는 정부하고 한국은행 밖에 없어 그러니까 기준을 창출할 수 있는 거 정부는 한국은행은 이제 정부의 끊어서 이제 정부에게 돈을 주는 거기 때문에 궁극적으로는 한국은행으로부터 돈이 나와야지 지준에 영향을 미치는 거예요. 그러니까 A은행, B은행, C은행간 거래가 많이 일어나도 이거는 실제적인 지준 규모 와는 영향이 없다 정부가 이제 재정을 집행을 하고 그렇게 되면 이제 정부의 예금이 줄잖아요. 예금이 줄 거 그 다음에 이제 취중 이전 가는 거요 가는 거 똑같은 거 인제 정부 재정을 집회하고 저 지금 중구에 뭐 저기 로 드 보통 그릇도 많은데 돈이 있어야 되잖아요. 그럼 정부가 a 라는 보도블럭 까는 기계 안에다가 너 이제 보도블록 알았으니깐 돈을 지급 을 켜 줘 야 될 거 아닙니까 그러면 기준이고 그때는 거 다 그렇게 생각하시면 되고 그 다음에</p><p>한국은행 이제 금방 말한 것처럼 금융중개지원대출 제사 대출을 해 주면 이것도 이제 지준이 공급되는 거고 그리고 이제 외환시장에서 외환이 많아져 가지고 지준상으로 환율 환율이 평가 절상 압력에 계속 높아지는 것을 조금 방지하기 해서 외환 시장까지 외환시장 하면 또 지준이 또 이렇게 널 고 그 담 현금 통화라는 그 개념이 있는데 이게 좀 이해하기 껄끄러우실 건데</p><p>본원통화 가 뭐죠 화폐발행 플러스 지준예치금이죠</p><p>지준예치금인데 이제 화폐발행 지준이라는 것은 기본적으로 금융기관에서 돈이 도는 거예요. 한국은행 포함 시켜 가지고 그런데 현금 통화란 건 뭐냐면 여러분들 장롱에서 쌓아 놓은 거야 금융기관의 있지 않고 그냥 여러분도 지갑에 거 있거나 그런 통화든요. 그런 통화하는 어찌보면 지준에 그런 통화 가 많으면 뭐냐면 지준이 감소 하는 거야 그런 통화가 많으면 지준은 금방 말한 것처럼 한국은행 당좌예금에 쌓아놔야 되는 건데 당좌예금에 안 쌓아 놓고 처음부터 끝까지 그 돈들이 계좌에 잊지 않고 여러분들 장롱이라던가 그런데 돈이 많게 되면 이건 지준이 줄어드는 거다. 그냥 요거에 대해서 제가 이제 덤으로 또 하나 설명을 드리면 금융위기 전에는 이제 주요국 좋아하는데 20일 하든가 미국 패드 그런 나라들 같은 경우는 어떤 현금통화 에 대한 수요가 않겠죠. 기축통화 니까 가령 예를 들면 영화 같은데 보면 머 머 머 니 돈 들인 가려고 큰 창고에다가 달러 같은 거 막 쌓아 놓은 것 봤잖아요. 달러 같은 거 그런 경우는 지준이 주는 거죠 그니깐 금융기관에서 돈이 돌지 않고 완전히 그냥 어둠의 세계에서 돈 도는 거기 때문에 지준이야 항상 미국 패드라던가 비씨비 같은 경우는 지준이 기축통화니깐 그 우리가 유럽 가면 뭐 때문에 그 유로화로 바꿔야 되고 미국 달러화로 가도 미국 가서 달러로 바꿔야 되는 것처럼 전부 다 걔네들은 이런 현금 수요가 많기 때문에 지준을 금융기관들을 맞춰 주려면 유동성 공급을 금융위기 전화 해라 항상 금융위기 전에는 기준을 맞추기 위해서 유동성을 공급하는 정책을 취했어요. 공급하는 정책 그런데 이제 우리나라 같은 경우는 조금 다른데 우리나라 같은 경우는 해외로부터 돈이 너무 많이 들어오니까 이거를 경상수지 흑자 가 너무 커지면서 이거를 좀 방어하고 그렇게 원화를 계속 중앙은행이 샀거든요. 사고 그래야 대가로 뭐 나를 계속 풀기 때문에 우리는 미국 이라던가 PCB 그러니깐 기축통화를 사용하는 국가 와 달리 유동성을 환수를 해야 돼서 지금 시 중에 이렇게 많이 떠들고 있는 유동성을 한국은행에 환수를 해야 되요 환수 이게 인제 어 어찌 보면 주요국 선진국의 중앙은행 가 우리 당국은 소규모개방경제로써 있는 저 뒤에 라고 할 수 있죠.</p><p>인제 여기서 이제 제천 바보 저 발생을 타는데 금방 인제 일은 여인들의 따라 가지고 한국은행 당좌예금 있어야 될 금액보다 지급준비금 이 많을 수도 있고 저럴수도 거 있는데 그게 뭔지 주소가 지준 공급보다 많으면 콜머니 그러니깐 은행들이 법정지급준비금을 사칙 함께라면 배급을 굴어야 되거든요. 그리고 인제 그런데 평판 리스크가 있기 때문에 치료를 받아야 돼요 근데 지준 수요를 맞추려고 하는데 최종 공급이 부족하면 돈에 대한 비용이 더 크니까 할머니가 증가 할머니는 이제 코를 돈을 빌려 준다 그래 거의 스키장에서 돈을 차이 많은 것을 콜머니 돈을 빌려주는 콜로니아 그런데 할머니가 많아지면 콜금리가 올라가겠죠. 반대로 기준수요 기준 공급 기준 공급이 수요보다 많으면 콜론 돈을 빌려 주는 사람들이 많으니까 콜 금리 가 떨어진다 이에 대해 가지고 인제 한국은행지점 조절 하는 거야 거기에 있는 다양한 외생적 요인에 의해 가지고 일어나는지 중과부적 을 해결하는 방법이 공개시장운영 이다.</p><p>여기 보면 이제 그냥 기준수요 중공업 지준 공급이 많아지면 콜 자금의 유입 돼 가지고 인제 콜 금리 하락 하고 그다음에 반대로 이제 뒤 질 수가 많아지면 할머니 정각 그러니깐 자금 운영이 축소되고 그러게 콜금리가 차이 난다.</p><p>이런 지준 공급과 수요 차이가 발생을 가는데 한국은행의 공개시장운영 기본목표는 금융기관 단기 영업 거래를 할 때 거래 금리가 기준금리 수준에서 벗어나지 않도록 하는 거다 그걸 위해 가지고 공개시장운영 을 통한 유동성을 조절을 하면 그 콜금리가 기준금리로 두 개만 다 그렇게 되는 겁니다.</p><p>그러면 이제 한 번 어떻게 시작 운영팀에 공개시장운영 하는가? 책에 한번 봅시다 저희가 처음에도 말씀드렸다시피 이거는 좀 내용이 실무적인 있다며 그렇고 그래서 밥 먹을 계속 해 드린 거예요. 제가 했던 말을 계속 반복 반복 해 가지고 처음부터 그런데 두 번째 들으면 조금도 이해가 또 높아지고 그럴 겁니다. 잊을 기준금리를 결정을 해 줘 기준금액 결정을 하고 그다음에 필요치 주세요. 제가 말씀드렸죠. 은행들이 사야 될 금액은 그 전 월 달에 은행들이 받는 예금주 뭐야? 다 같이 16배속 결정이 난다 그 다음에 이제 월계수 수가 정해지고 그 다음에 이제 지준 공급 규모 를 전망 기준 공급 규모 라는 거는 금방 말한 것처럼 계정구분 정부부문 한국은행 두 개 부문 그리고 뭐 다양한 요인들에 그냥 그랬어. 기준 수요와 공급의 차이가 발생할 것 가니까 그렇게 되고 그 상황에서 이제 매일 매일 공개 시장 구경은 실시되고 있는데 그 상황에서 인제 금리변동 여행 그리고 그 당시 시장금리 상황 이런 기준 공급 규모 를 통해 가지고 변동이 계속 기르다 니까 아 지금 어딘지 지준 수요와 공급이 완전히 뭐 불일치가 항상 김치는 될 수 없기 때문에 불일치는 어느 정도 여행을 가는데 이 용인되는 규모를 벗어나게 되면 콜 금리 가 기준금리 보다 더 이상 상승하고 그렇게 되면 안 되기 때문에 우리가 더 유동성공급 해야 된다 그런 거를 결정하는 과정이 이제 거기 공기 시작입니다.</p><p>이게 똑같은 다시 이제 반복하는 딱 기준금리 결제 어 한국은행에서 그럼 통화 위해서 한국은행 기준금리 를 결정 이런 8회 그 다음에 금방 말한 것처럼 키즈워치 준 확정 지난달 각 담보로 허니한테 돈을 받는 거 기 때문에 근데 어떨 때는 시장에 상황에 그 변태 가지고 우리가 가지고 있던 국고채 보육 규모보다 유동성을 더 많이 컵스 해야 돼 해야 할 필요가 생길 때가 있어요. 만약에 그 유동성을 흡수하지 못하기 때문에 콜금리가 상당히 살아가며 글 받으면서 기준금리와 개리 되어 있기 때문에 그러니 지금 같은 경우는 우리가 국고채 이유 삼성생명 이라던가 국민연금 같은 경우 장기투자를 하는 그런 게 기관들이 숙제를 많이 보육 하니까 너희들이 우리 아들 좀 채권을 빌려 줘 내가 너희들한테 일정 구분 수술을 지급하게 허리가 이제 증권대차 라는 것을 처음에 생겼는데 우리나라 같은 경우는 이제 증권대차 라는 제도가 보통 금방 말한 것처럼 알피네 광명북고 채널 좀 드리기 위해 가지고 그 당시에 거 늘어나며, 다시 8가지, 16가지, 등 기하급수적으로 늘어나 마침내 r이 4가 되면 주기가 없어지고 만다.(그림 1) 이것은 위의 점화식에 x^2 항이 있음으로 해서 생기는 현상으로 비선형(일차식이 아닌)방정식의 특징이다.</p><p><br /></p><p>((복잡한 끌개와 혼돈))</p><p><br /></p><p>이러한 현상을 역학계에서 나오는 개념을 써서 설명해보자. 지구를 도는 위성은 속도를 약간 증가시키더라도 그 가진 에너지에 합당한 궤도를 찾아 들어간다.(정확히는 그런 안정된 궤도로 수렴한다.) 이처럼 주어진 에너지에 맞는 안정된 궤도는, 그 만한 에너지를 갖고 그 궤도 밖에 있는 위성들이 그 궤도로 끌려 들어가는 듯이 보이므로, <b>끌개(attractor)</b>라고 부른다. 위의 토끼수의 경우 r ≥ 3 일 때는 끌개가 각각 두 점, 4 점, 8 점, 16점, 등이라고 보면 된다.</p><p>안정된 궤도를 갖는 것은 이 끌개가 간단한 모양인 경우로서, 떨어지는 위성이나 토끼 수 모형에서 r < 3 일 때 같이, 한 가지 값(또는 위치)으로 수렴하거나(그림 2a), 궤도에 진입한 위성같이 주기적인 경우는 모두 이런 경우이다.(그림 2b, c) 그러나 앞의 기후모형은 끌개가 있으나, 비선형인 방정식으로 인하여 그 모양이 상상외로 복잡하여진다.(그림 3) 이 그림을 자세히 들여다보면, 전체적으로 두 가지 형태가 나타나서(양쪽 원에 해당함) 한쪽을 따르다가, 또 다른 쪽을 따르고 다시 처음으로 되돌아오는 것을 되풀이하는데,</p><p>이 선택의 순서가 초기조건에 따라 전혀 예상 밖이라는 것이다. 즉, 우리나라에서 여름에 몇 월 며칠에 비가 오는지는 몰라도(그 날짜에 어느 쪽 궤도를 따르는지는 예측할 수 없으나) 태풍이 한 두 차례 지나가는 것(태풍궤도를 꼭 한두 차례 돈다는 사실)은 변치 않는 사실인데 이런 성질이 끌개에 나타나 있다.</p><p> 이와 같이 끌개가 복잡한 모양을 하고 있어서 간단한 주기적인 모양이 아닐 때 이를 <b>이상한 끌개(strange attractor)</b>라고 불렀다. 그림 3의 끌개는 <b>로렌츠의 끌개</b>이다. </p><p>이런 이상한 끌개가 나타나는 경우는 모두 예측 불가능한 가운데에도 어떤 규칙성이 보인다. 근래에 과학은 이런 것을 혼돈으로 이름하고 있는 것이다.</p><p>이러한 혼돈은 어디에 나타나는가? 여기에 대한 답은 어느 곳에나 나타난다는 것이다. 위에서 든 예들 밖에도 조금씩 균일하게 떨어져 쌓이는 흙더미에서 생기는 산사태, 조금씩 균일하게 움직이는 두 땅덩어리 사이에서 생기는 지진, 아름다운 음악에서 음높이의 움직임, 규칙적인 심장박동들 가운데서 일어나는 불규칙한 박동의 주기와 강도(심한 것은 심장마비이다)등은 모두 Noise 가운데서 완전히 마구잡이(random)가 아닌, 지금까지 본 바와 같은 규칙성을 가지는 것들이다. 더 복잡하게는 유체의 흐름에서 나오는 <b>소용돌이</b>나, 우주에서 별들이 소용돌이를 이루고 있는 성운 등에서 움직임도 이런 혼돈을 보여준다. 과학자들은 이에서 더 나아가 사람의 정신적인 이상 현상도 이러한 이론으로 설명할 수 있지 않을까 하고 생각하고 있다.</p><p><br /></p><p>((혼돈과 Everyone in the family was in complete agreement, including the natural parents, but it took eight months, thousands of pounds. It was excruciating, shaming… 40 pages of questionnaires. ‘Do you unplug your electric plugs every night?’ We had to replace the glass in our windows, install fire extinguishers all over our house in Oxford. At no stage did anybody actually ask whether we were decent human beings who would love these little children.<br />

He pondered for a while, stirred his tea, and then said: “We have two vicious rifts in our society – one is a spatial rift between newly booming conglomerations and broken provincial cities and towns, exemplified by [the Financial Times commentator] Janan Ganesh’s remark that being in London feels like being shackled to a corpse. That seems to me to be a profoundly desolate view. Spatial divides were getting narrower until about 40 years ago, so this is new. For Collier, the period of social democratic hegemony that lasted, broadly, from 1945 to 1970 was “glorious”. “It was when it all came together,” he said. “We inherited a huge asset – a shared sense of purpose coming out of the Second World War, a sense of common endeavour. But it was a wasting asset that needed to be renewed. And both left and right failed to renew it.”<br />

He rightly values reciprocal obligations – the founding ideal of the welfare state, which was lost when we moved from having a benefits system based on contribution to one based on need – and wants us to transcend our differences and recreate a common sense of national purpose. But is he too nostalgic for the politics of an era that, in this age of globalisation and mass migration, are irrevocable?<br />

This is difficult, both politically and technically. The metropolitan elite genuinely believe that they ‘earn’ their high incomes. In fact, they arise from the concentration of activity in a megacity with wonderful public goods. Airports, rail and road hubs, the Underground and less obvious public assets such as government and reliable law courts have been provided by national efforts over generations. The gains accrue disproportionately to skilled Londoners and landowners: they are capturing ‘economic rents’ that belong to all of us. London is the new oil: we should not kill the goose, but we should tax it more heavily.<br />

And yet I regard Corbyn as very dangerous, because unlike populists like Donald Trump he has a concrete plan for the future, one that was formulated a long time ago and has never worked.<br />

He's a Leninist. He wants to introduce socialism in Britain. It’s a model that has already proved a failure elsewhere, for example in East Germany. Corbyn and his friends would lead us straight into an economic crisis. He’s an ideologue, not the solution to our problems.<br />

There are all sorts of different theories for why Britain voted for Brexit in summer 2016. What do you think the Brexit voters were rebelling against?<br />

Against the city-dwelling elite. After being treated with contempt for over 40 years, the less-educated people living in the provinces finally had the chance to vent their rage. The same factors explain the election of Donald Trump and the current yellow vests protests in France. We are witnessing a mutiny against the metropolitan elite.<br />

How does the elite’s contempt manifest itself?<br />
<br />
In their arrogance and inability to empathise. It’s exemplified by the disdainful American phrase “flyover cities”, recently topped by the British political commentator Janan Ganesh when he described England's cities as “shackled to a corpse”. If you said anything comparable about whichever minority is currently “in vogue”, you would – rightly – lose your job within two days. But phrases like “shackled to a corpse” are cruel too; they are contemptuous and have just one message for the people who live in those places: “You have no future.”<br />
<br />
How much are the successful city-dwellers to blame for the plight of people in the country?<br />
<br />
The metropolitan elites think they’ve “earned” their incomes. But they haven't; mainly, they're just enjoying the agglomeration gains produced by our modern capitalism. Thanks to the influx of people into the cities, new companies and factories start up there, and people get to work in more productive jobs than in the country. So this productivity gain is an agglomeration effect, nothing more. Instead of recognising this, they think it's enough to stand up for minorities, and use that to claim moral superiority. But they’re not the moral elite. On the contrary, many of them owe their prosperity to financial speculation. The sexual revolution refers to a significant hange in sexual behaviour and sexual morality throughout the West (particularly in the US and the UK) in the late 1960s and early 1970s.<br />

The sexual revolution was liberalization after a conservative period. Sex was openly discussed in books and music. Sexual practices that were previously considered unsuitable for discussion, such as oral sex, orgasm and homosexuality, were openly talked about. This sense of a new age of sexual freedom is ironically captured by Philip Larkin, in his poem, "Annus Mirabilis" (1967).<br />

Before the sexual revolution came, young men and women always had to think twice before getting intimate because there was a high possibility to produce 'unwanted' or 'unplanned' children. However, with the invention of the pill, most of the young lovers of the 1960s and 1970s did not even have to think twice before making love to each other. </li>

<li>In the first stanza of the poem, the author seems to show us that he would like to enjoy such sexual 'advantage'. He gives us an impression in favour of the pill, and although he does not mention it, nevertheless, we have to keep in mind that Larkin is using an ironic tone.</li>

Annus Mirabilis is 1963, where "sexual intercourse began" (line 1) , "Between the end of the Chatterley ban / And the Beatles' first LP" (lines 4-5). These two last facts were very important, as was especially the appearance of Beatles' first LP, now that we have to keep in mind the tremendous importance and influence that this band had for the youths of the 1960s and 1970s.<br />

The general feeling in the 1960s was one of emancipation, liberation, and freedom. The social shift, the revolution, is described in this poem as "up until then there'd only been ... / a shame that started at sixteen'" (line 6-9). "then all at once, the quarrel sank: / everyone felt the same" (line 11-12). ( ... ... )<br />

At the time "Annus Mirabilis", was written, [i.e., 1967,] it was an era ironically illustrated like "a brilliant breaking of the bank" (line 14). Human relationships had changed and before the sexual revolution happened, love was only included inside the boundaries of marriage, and sometimes, marriage was not more than a sort of blackmail, as he says in the poem "wrangle for a ring" (line 8). But this poem should not confuse us because Larkin rejected modernism, as he declared in an essay reprinted in "Required Writing", and in several poems such as "Going Going" and "The Building" (both written in 1972), and above all, we have to keep in mind the ironic tone Larkin is using. Moral foundations theory helped to explain the differing responses to those harmless taboo violations (the dog-eating and flag-shredding). Those stories always violated the Loyalty, Authority, or Sanctity foundations in ways that were harmless. My educated American subjects (who, in retrospect, I realize were mostly liberal) generally rejected those three foundations and had a moral “cuisine” built entirely on the first three foundations; so if an action doesn’t harm anyone (Care/Harm), cheat anyone (Fairness/Cheating), or violate anyone’s freedom (Liberty/Oppression), then you can’t condemn someone for doing it. But in more traditional societies, the moral domain is broader. Moral “cuisines” are typically based on all six foundations (though often with much less reliance on Liberty), and it is perfectly sensible to condemn people for homosexual behavior among consenting adults, or other behaviors that challenge traditions or question authority.<br />

This foundation makes us sensitive to signs of suffering and need. In order to maximize care and minimize harm, we enact laws that protect the vulnerable. We punish people who are cruel and we care for those in suffering. The left relies primarily on this foundation (and the next one), while the right positions it within a broader matrix of concerns.<br />
<br />
(2) The Fairness/Cheating Foundation<br />
<br />
This foundation leads us to seek out people who will be good collaborators in whatever project we are pursuing. It also leads us to punish people who cheat the system. People on both the right and the left believe in fairness, but they apply this foundation in different ways. Haidt explains:<br />
<br />
“On the left, fairness often implies equality, but on the right it means proportionality – people should be rewarded in proportion to what they contribute, even if that guarantees unequal outcomes” (161).<br />
<br />
(3) The Loyalty/Betrayal Foundation<br />
<br />
All of us, whether on the right or left, are “tribal” in some sense. We love the people on our team, and loyalty makes our team more powerful and less susceptible to our failure. Likewise, we have a corresponding hatred for traitors. Those who betray our “team” for the other side are worse than those who were already on the other side.<br />
<br />
Though Haidt sees both left and right as being tribal, he recognizes “the left tends toward universalism and away from nationalism, so it often has trouble connecting to voters who rely on the Loyalty foundation” (164).<br />
<br />
(4) The Authority/Subversion Foundation<br />
<br />
Authority plays a role in our moral considerations because it protects order and fends off chaos. Haidt explains:<br />
<br />
“Everyone has a stake in supporting the existing order and in holding people accountable for fulfilling the obligations of their station” (168).<br />
<br />
Not surprisingly, the right values this foundation, while the left defines itself by opposing hierarchy, inequality, and power.<br />
<br />
(5) The Sanctity/Degradation Foundation<br />
<br />
No matter the era, humans have always considered certain things “untouchable” for being dirty and polluted. The flipside is that we want to protect whatever is hallowed and sacred, whether objects, ideals, or institutions.<br />
<br />
People on the right talk about the sanctity of life and marriage. People on the left may mock “True Love Waits” and purity rings, but they frequent New Age grocery stores, buy products that cleanse them of “toxins,” and warn against human degradation of the environment.<br />
<br />
(6) The Liberty/Oppression Foundation<br />
<br />
This foundation builds on Authority/Subversion because we all recognize there is such a thing as legitimate authority, but we don’t want authoritarians crossing the line into tyranny. Both the left and the right hate oppression and desire liberty, but for different reasons.<br />

In Scientific circles, "The Righteous Mind" is most famous as the book which popularized the Moral Foundation Theory. It was originally proposed by Haidt himself and Jesse Graham.<br />
<br />
The idea is simple: morality everywhere is similar because it's based on at least five foundations, which are inherently human. And, which must have developed similarly through the process of evolution. These five foundations are:<br />
<br />
(1) care (developed in opposition to [harm])<br />
(2) fairness (vs. cheating),<br />
(3) loyalty (vs. betrayal),<br />
(4) authority (vs. subversion)<br />
(5) sanctity (vs. degradation).<br />
<br />
And, for most of the world's societies, they have developed in a fairly similar manner. There's just one small part of the world--the weird part--where morality is more individualized, more liberal, and more fragmentized concept.<br />
<br />
And that weird part of the world is us. Western, educated, industrialized, rich, and democratic societies. Or, WEIRD, for short.<br />
<br />
( ... ... ) Based on a large-scale study, Haidt and Graham have deduced at least five foundations: care, fairness, loyalty, authority, and sanctity. All of these developed in opposition to some individualistically more appealing traits when early humans started living in communities. People who possess the first trait, but lack the latter ones, tend to downplay the importance of their weaknesses and inflate the importance of their strength. Haidt helped devise a questionnaire that gauged moral views by eliciting test-taker responses to statements in five category:<br />

Many episode end with the detective questioning two suspected partners-in-crime in two separate rooms. The cops tell each that the other is about to give them up, and that the first one to talk gets a deal. The other gets a full prison sentence.<br /><br />This is the dilemma. Each suspect would (1) get off if they both cooperate, (2) get some time if he betrays without getting betrayed, or (3) get more time if he gets betrayed or they both betray.<br /><br />Well, it depends on what you call it. At least that's what a 2004 paper by Varda Liberman, Steven Samuels, and Lee Ross found when they tested Stanford undergraduates. These researchers set up a simple Prisoner's Dilemma with money prizes, but added a wrinkle. They told half the students it was called "Community Game" and the other half that it was called "Wall Street Game." And that was all it took to turn these undergrads from team players into Gordon Gekkos. Fully 67 percent of the students cooperated when they were told they were playing "Community Game," but only 33 percent cooperated when they were told they were playing "Wall Street Game."<br /><br />In other words, just hearing the words "Wall Street" made students twice as selfish.<br /><br />But it was a weird kind of selfishness. The students knew they'd get less money if they betrayed their partner. The researchers made sure they understood that. But some students didn't seem to care about maximizing absolute returns. They cared about maximizing relative returns. Sure, they could get more money overall if they didn't betrayed their partner, but they could get more money that their partner if they betrayed them. The question is whether hearing the words "Wall Street Game" or not hearing the words "Community Game" mattered more here. It's hard to say for sure, but it's probably the former. Paper after paper has found that taking economics, or even just thinking about it, tends to make people more selfish and less caring. It turns out teaching people that everyone is a rational self-maximizer primes them to act that way.<br /><br />There's a limit, of course, to priming. It's not like we could make the financial system safer just by renaming Wall Street. ... But priming does still matter, because how we think of ourselves matters. It changes how we act.
