[메모] some readings in Keynes's "spirit of enterprise"

자료 1: The Philosophy of Keynes's Economics: Probability, Uncertainty and Convention

(...)

All in all, Keynes's discussion in ^The General Theory^ (and in its subsequent defence) is a short-run snapshot of a dynamic long-run process. As Schumpeter(1954: 1175) observed of ^The General Theory^, but which has now been forgotten, ‘[t]hose who look for the essence of capitalism in the phenomena that attend the incessant recreation of this apparatus and the incessant revolution that goes on within it must therefore be excused if they hold that Keynes's theory abstracts from the essence of the capitalist process. But is it the case that elsewhere Keynes ‘abstracts from the essence of the capitalist process?’

Transformation and the entrepreneur

It turns out that Keynes does on occasion elsewhere allude to the creativity and change induced by the entrepreneur. In his essay ‘The end of laissez faire’, he argues that ‘[m]anyof the greatest economic evils of our time are the fruits of risk, uncertainty, and ignorance’(CWIXb: 291). Keynes's discussion is suggestive of a creative view of the economic process:

[i]t is becasue particular individuals, fortunate in situation or in abilities, are able to take advantage of uncertainty and ignorance, and also because for the same reason big business is often a lottery, that great inequalities of wealth come about; and these same factors are also the cause of unemployment of labour, or the disappointent of reasonable business expectations, and of the impairment of efficiency and production. (ibid.)

This discussion appears to link the discussion of uncertainty to capitalism's incessant drive to introduce product innovations and technological revolutions. Moreover, such an interpretation links well with Keynes's rejection of simplistic market-based selection-of-the-fittest arguments (ibid: 276, 282-3). If the future cannot be know in advance of its creation, then the market (or government for that matter) cannot select and learn the optimal rules and routines that characterise the economic environment because ^they are not yet there to be discovered^. However, a moment's reflection reveals that such an interpretation is contentious. To describe the economic process as a approximating a lottery, in which individuals ‘take advantage of uncertainty and ignorance’, is quite distinct from a stress on the new product, new methods of organisation, new governemts and new institutional structures that are originated within the processes of competition and history.

Likewise, in his review of H. G. Wells's ^The World of William Clissold^, Keynes(CWIX: 315-20) recognised the ‘creative force and constructive will’of the elite, arguing that the force for change came from men of knowledge and power--the business tycoons and the scientists. For an uncertain vocation: ‘It is enterprise which builds and improves the world's possessions... [and] the engine which drives enterpriseis ... profit’(CWIX: 132). However, such creativity was most important in earlier times, during the dawn of ‘individualistic’ capitalism. At the turn of the 20th century, however, Keynes was of the opinion that many of the previously profitable opportunities were nearing exhaustion; the entrepreneurial class had become degenerate, not least owing to the corrupting influence of avarice.

All in all, as Skidelsky(1992: 259) documents, Keynes, unlike Marshall, ‘had little respect for the business vocation... Keynes ranked business life so low partly because he considered that the material goods produced by entrepreneurs had less ethical value than the intellectual and aesthetic goods produced by dons and artists, [and] partly because he despised the "love of money" as a motive for action’. In sharp contrast to say. Schumpeter, Shackle, Marshall, or even Marx, Keynes seems to regard the entrepreneur as a necessary evil and far from heroic: ‘What chiefly impressed Keynes about British businessmen was their stupidity and laziness. He was an firm believer in the three-generation cycle: the man of energy and imagination creates the business; the son coasts along; the grandson goes bankrupt’(ibid.). In his essay ‘Am I a liberal?’, Keynes(CWIX: 327) argued that the transmission of wealth and power via hereditary principle underscores the decadence and decay of ‘individualistic’ capitalism and the emergence of a socialised, routinised form of capitalism, epitomised by the joint-stock corporation. And while Keynes sometimes talks about the ‘spirit of enterprise’, this is not equal to a recognition of those activities of enterprise that induce change and uncertainty.

Overall, Keynes's vision of the capitalist process is ‘one lurching forward by fits and starts, while opportunites for exceptional profit cause, briefly, the gambing spirit to swamp the counsels of prudence’(Skidelsky 1992: 335). Indeed, it is significant, although from our perspective unsurprising, that Keynes argued that the ‘necessity of profit as a spur to effort...was greatly exaggerated’(quoted in idid.: 267). Keynes's theoretical discussion stands in sharp contrast to Schumpeter(1942) who defended profit as a reward for risk-taking and uncertainty-bearing, and linked it up to the creative processes of accumulation. What Keynes ‘underestimated was humanity's ingenuity in inventing ways to keep capital scarce’(Skidelsky 1992: 609). Keynes seeks to play down a heroic conceptualisation of the entrepreneurial function. His elitist orientation led him to regard entrepreneurs as a necessary evil who could contribute, not to civilisation, but to the possibility of civilisation.

(... ...) In the ^Treatise on Money^(1930), when discussing the use of monetary policy to influence the long-term rate of interest in order to offset the effects on investment of swings in the "spirit of enterprise", he argued that the short interest rates that the central bank could undoubtedly influence "affect long rates more than one might expect" because "mob psychology"--at first sight an unreliable foundation for monetary policy--in fact provided the basis for "a homeopathic cure". The real prospects do not suffer such large and quick changes as does "the spirit of enterprise" so "it is not unreasonable to depend on short-period influences for counteracting a violent, and perhaps unreasong change in sentiment". (...)

(...) As to swings in the above-mentioned "spirit of enterprise", which had already appeared, though not under that label, in the work of Frederick Lavington(1922) and Pigou(e.g. 1927) as driven by cumulative and contagious "errors of optimism and pessimism", these would reappear in the ^General Theory^ as consequences of exogenous changes in "animal spirits" that are there presented as more important determinants of the marginal effiiency of capital than any "weighted average of quantitative benefits multiplied by quantitative probabilities"(p. 161) (... ...)

[용어] 정상 상태(steady state or stationary state)

자료: http://webapp1.dlib.indiana.edu/cgi-bin/virtcdlib/index.cgi/4265704/FID1/pdf/Docs/m061.pdf

The Energy Information Administration (EIA) uses models of the U.S. economy developed by Data Resources, Inc. (DRI) for conducting policy analyses, preparing forecasts for the Annual Energy Outlook, the Short-Term Energy Outlook, and related analyses in conjunction with EIA's National Energy Modeling System (NEMS) and its other energy market models. Both the DRI Model of the U.S. Economy1 and the DRI Personal Computer Input-Output Model (PC-IO)2 were developed and are maintained by DRI as proprietary models. This report provides documentation, as required by EIA standards for the use of proprietary models; describes the theoretical basis, structure and functions of both DRI models; and contains brief descriptions of the models and their equations.

For the last four decades, economists have theorized and developed models of the U.S. economy. Models built in the 1950's and 1960's were largely Keynesian income expenditure systems that assumed a closed domestic economy.3 High computation costs during estimation and manipulation, along with the underdeveloped state of macroeconomic theory, limited the size of the models and the richness of the linkages of spending to financial conditions, inflation, and international developments. Since that time, however, computer costs have fallen spectacularly; theory has also benefitted from four decades of postwar data observation and from the intellectual attention of many
eminent economists.

The DRI Model of the U.S. Economy (hereafter, DRI U.S. Model) incorporates the best insights of many theoretical approaches to the business cycle: Keynesian, neoclassical, monetarist, supply-side, and rational expectations. In addition, the DRI U.S. Model embodies the major properties of the long-term growth models presented by James Tobin, Robert Solow, Edmund Phelps, and others.4 This long-term structure guarantees that robust long-run properties will temper short-run cyclical developments.

Crucial Influences on Keynes's Understanding of Say's Law

자료: http://www.hetsa.org.au/pdf-back/23-A-5.pdf

Steven Kates, which year??

Abstract:

Keynes's General Theory was a full scale attempt to overthrow the influence of Say's Law on economic theory. The intial idea to attack Say's Law occurred to Keynes as a consequence of his reading Malthus's letters to Ricardo in late 1932. Following this initial acquaintance, Keynes read other authors who had discussed Say's Law in their own works. Amongst these, only J.A. Hobson's influences is well documented. Two other authors, both American, appear to have been singular importance: Frederick Taylor and Harlan C. McCracken. This paper explores the influence of Tayler and McCracken on the development of Keynes's General Theory, with particular reference to their influence on Keynes's understanding of the meaning of Say's Law. Also discussed will be the origin of the term "Say's Law" to describe what had previously been known as "the law of markets" or "théorie des débouchés".

Thanks to its growth, and the strong growth of other countries in the region, commodity prices have risen, and this part of inflation is showing up in the inflation indices of a number of countries in Asia. (...)

(...) If the Fed achieves its goals there will be more demand, and commodity prices will rise. Investors should buy commodities before that happens. The printing of money suggests more dollars in the currency system, so the dollar should be sold and currencies which have promise should be bought. (...)

Q: The raising of interest rates as a mechanism to stem inflation is a hot topic in Korea. I understand why the same action in China or the United States can have an effect on demand for commodities but, as Korea is not a producer of commodities and is not a major driver of commodity prices globally, I do not understand how raising interest rates in Korea will have any direct effect on reducing inflation in Korea, unless it is to drive up the strength of the currency, and therefore effectively change the reference price. Of course, that translates into less competitive exports and a slowing economy. So are we basically saying that, by raising interest rates to effect inflation in Korea, we should just slow the economy from 5% to 3%? Can you comment on this?

A: If inflation is being driven by food and energy prices and central banks clamp down using interest rates to stem that inflation, but have no or very little effect on the source of that inflation, then that inflation can continue, the economy can weaken, and the interest rate hikes do not do much. But there is not much choice available for a central bank. If the central bank does nothing it loses credibility, and inflation may spread to other parts of the economy. If interests rates are raised too high, and the source is this outside kind of inflation, then the risk becomes overdoing it which is the risk China runs. The preferred strategy is to step out in a gentle way against inflation and to periodically raise short term rates. An obvious implication of interest rate hikes has to be an understanding that the currency of the country may rise but the strategy would be to try to make that a gradual process. The currency does have to go up, and that is part of the gentle braking process. The central bank lets everyone know that it stands against inflation and inflation expectations decrease. If inflation does not fade then the central bank has to devise a different strategy. This is the strategy in Korea, as I perceive it, with one extra dimension which I think is wise. This is to take actions on the supply and demand side in the markets where the inflation is occurring. It is tricky business. History generally does not treat price fixing favorably, but taking actions to induce an increase in supply or to slow down demand is a good medicine to try. The art of economic policy making is a lot like the art of medicine. It is complicated, but so far South Korea and China are attempting the right thing. The problem with China is that the currency is extremely undervalued. The won is not extremely undervalued. It has been kept lower than it would otherwise be through periodic interventions, and it will go higher, but this is a sign of strength not of weakness. The private sector, to be competitive when it is losing competitiveness on the price side, has to become more productive.

Chapter VI, Europe after the Treaty

(...) Lenin is said to have declared that the best way to destroy the Capitalist System was to debauch the currency. By a continuing process of inflation, governments can confiscate, secretly and unobserved, an important part of the wealth of their citizens. By this method they not only confiscate, but they confiscate arbitrarily; and, while the process impoverishes many, it actually enriches some. The sight of this arbitrary rearrangement of riches strikes not only at security, but at confidence in the equity of the existing distribution of wealth. Those to whom the system brings windfalls, beyond their deserts and even beyond their expectations or desires, become "profiteers,", who are the object of the hatred of the bourgeoisie, whom the inflationism has impoverished, not less than of the proletariat. As the inflation proceeds and the real value of the currency fluctuates wildly from month to month, all permanent relations between debtors and creditors, which form the ultimate foundation of capitalism, become so utterly disordered as to be almost meaningless; and the process of wealth-getting degenerates into a gamble and a lottery.

Lenin was certainly right. There is no subtler, no surer means of overturning the existing basis of society than to debauch the currency. The process engages all the hidden forces of economic law on the side of destruction, and does it in a manner which not one man in a million is able to diagnose.

In the latter stages of the war all the belligerent governments practised, from necessity or incompetence, what a Bolshevist might have done from design. Even now, when the war is over, most of them continue out of weakness the same malpractices. But further, the Governments of Europe, being many of them at this moment reckless in their methods as well as weak, seek to direct on to a class known as "profiteers" the popular indignation against the more obvious consequences of their vicious methods. These "profiteers" are, broadly speaking, the entrepreneur class of capitalists, that is to say, the active and constructive element in the whole capitalist society, who in a period of rapidly rising prices cannot help but get rich quick whether they wish it or desire it or not. If prices are continually rising, even trader who has purchased for stock or owns property and plant inevitably makes profits. By directing hatred against this class, therefore, the European Governments are carrying a step further the fatal process which the subtle mind of Lenin had consciously conceived. The profiteers are a consequence and not a cause of rising prices. By combining a popular hatred of the class of entrepreneurs with the blow already given to social security by the violent and arbitrary disturbance of contract and of the established equilibrium of wealth which is the inevitable result of inflation, these Governments are fast rendering impossible a continuance of the social and economic order of the nineteenth century. But they have no plan for replacing it. (...)

Karl Marx (by MIchael Evans)(...) It has often been argued that the tendencies depicted in the model constructed in ^Capital^ bear little resemblance to actual historical developments. The concentration and centralisation of capitals has occurred, though not always as pervasively or as quickly as Marx was inclined to suggest. But he failed to establish a theoretical explanation of the general tendency, in the long run, of the profit rate to fall, and in any case indicated cases(for instance, a rising rate of exploitation as a consequence of a rising C:V) where the laws of the system itself, as well as extraneous factors, would act as counteracting tendencies.

It has also been much debated whether we should understand the immiseration of the working class depicted in ^Capital^ in an ^absolute^ or ^relative^ sense. The latter sense is consistent with cases where the proportion of C:V remains constant, or where V rises relative to C. In both these cases, total social capital rises by more than the rise in the worker's share. Real wages rise, but the class is relatively worse off, and suffers social or psychological deprivation rather than physical misery. The absolute sense involves real physical deprivation.

Those who choose the absolute sense argue that Marx's account implies that cases of relative immiseration are only brief interludes in a worsening sense. (...)

(...) Figure 1 is reproduced from Barett and Swallow(2006), and represents well-being dynamics under the poverty trap hypothesis. It represent show the well-being at one point in time creates the conditions for well-being in the future, through the internal dynamics of various capital by which the illustrated socioeconomic system evolves. The final outcome is that a poor individual, community, or nation trapped near W_L can only escape to the sustainable state of higher well-being at W_H with well-coordinated external support that increases well-being beyond W_C. Any less and its internal processes will eventually cause it to collapse back to W_L, the very definition of a poverty trap. (...)
