[발췌 메모] Frederick Lugard and his "Dual Mandate"

According to Lugard, Britain held a dual responsibility in Africa: administration and economic benefits for the metropole, as well as the "native's" uplifting. His recommendations for Africa's governance revolved around three principles─decentralization, continuity, and cooperation. 
  • Decentralization at all levels of government, with a strong coordinating authority in the center, allowed for greater efficiency.
  • Continuity was vital because Africans trusted foreigners reluctantly. Therefore, effective British officers should retain their posts without undue interruptions. He also proposed that, during Governors’ annual leaves, they should be represented by a Lieutenant Governor, selected from the Provincial Administrative Staff, rather than the Colonial Secretary. 
  • Decentralization and continuity could only be achieved if cooperation existed within the administrative chains, especially between the provincial staff and local rulers. The success of Lugard's indirect Rule policy─administration through local chiefs, under the close supervision of British colonial officers─a system that he tested comprehensively in Nigeria, depended on cooperation. He also encouraged local heirs’ education in order to prevent the emergence of a separate educated class that might challenge the authority of accepted rulers.

[케인스-하이에크] 국가의 역할, 사유화, 최저소득 보장에 대한 하이에크의 의견에 대한 역자 주석

하이에크는 국방처럼 정부 말고는 아무도 운영할 수 없는 사회의 요소만을 정부가 맡아 운영하도록 해야 한다고 보았다. 하이에크가 사유화돼야 한다고 보았던 서비스에는 “교육에서부터 운송, 통신, 우편, 전신, 전화, 방송에 이르기까지 소위 ‘공익사업’ 전부와 여러 가지 ‘사회’보험, 그리고 무엇보다 화폐 발행”이 들어갔다.[역주]

저자의 이 문장처럼 하이에크는 해당 출처의 저서(『법과 입법 그리고 자유』) 해당 대목에서 “교육에서부터 운송, 통신, 우편, 전신, 전화, 방송에 이르기까지 소위 ‘공익사업’ 전부와 여러 가지 ‘사회’보험, 그리고 무엇보다 화폐 발행”이 ‘사유화되어야 한다(should be privatized)’고 명시적으로 확언하지 않았거나 그러지 못했다. 이 대목에서 하이에크의 표현은 꽤나 모호하다. 하이에크의 이 모호한 표현을 결국 ‘사유화’를 주장하는 것이라고 해석할 수는 있을 것이다. 어쨌든 모호한 구석이 있는 만큼 하이에크가 이렇게 발언한 해당 문단을 통째로 번역해 읽어보는 것도 의미가 없지 않을 것이다.

“당연히 이러저러한 서비스를 제공할 자격이 누구에게 있는지 중앙정부가 결정할 필요는 없으며, 중앙정부가 그런 일을 결정할 강제적 권한을 행사하는 것은 극히 바람직하지 않다. 몇몇 분야의 경우에 비록 당분간은 돈을 내라고 강제할 수 있는 정부기관만이 해당 서비스를 제공할 수 있다고 하더라도 정부기관이 특정 서비스를 공급할 배타적 권한을 갖는 것은 정당하지 않다. 물론 정부가 관여하는 어떤 서비스의 기존 공급자가 민간부문의 어떤 경쟁자보다도 훨씬 더 효과적으로 서비스를 제공할 수 있어서 사실상의 독점자가 될 수는 있다. 하지만 어떤 종류의 서비스든 간에 사실상의 독점자에게 법적 독점을 부여하는 것은 사회적 이해에 부합하지 않는다. 이 말은 당연히 해당 서비스의 재원을 마련하려고 과세 권한을 행사하는 정부기관이 정부 이외의 다른 방식으로 해당 서비스를 공급받기를 원하는 모든 사람들에게 해당 서비스 명목으로 거둔 세금을 환불해주어야 한다는 것을 뜻한다. 오늘날 정부가 법적 독점을 보유하고 있거나 애써 보유하려고 하는 모든 서비스가 예외 없이 이에 해당된다. 유일한 예외가 있다면 법을 유지하고 집행하는 일, 그리고 법의 유지와 집행을 위해 (국외의 적에 대항하는 국방을 포함해) 군대와 경찰력을 유지하는 일뿐이다. 그 밖의 모든 일, 즉 교육에서부터 운송, 통신, 우편, 전신, 전화, 방송에 이르기까지 소위 ‘공익사업’ 전부와 여러 가지 ‘사회’보험, 그리고 무엇보다 화폐 발행이 그에 해당된다 (즉, 이런 분야들의 기존 정부 독점자에게 법적 독점을 부여하는 것은 사회적 이해에 부합하지 않으며, 정부 이외의 다른 방식으로 서비스를 공급받기를 원하는 모든 사람들에게 정부기관이 세금을 환불해주어야 한다─옮긴이). 이러한 서비스 가운데 일부는 당분간 사실상의 독점자가 제공하는 것이 가장 효율적일 수는 있다. 하지만 그 독점자 외에 다른 공급자가 해당 서비스를 더 효과적으로 제공할 가능성이 존재하지 않는 한, 서비스의 향상을 보장할 수 없을 뿐더러 그 독점자의 갈취에서 우리를 보호할 수도 없다.”(Hayek, Law, Legislation and Liberty, Vol. 3: The Political Order of a Free People (University of Chicago, Chicago, 1979), p. 147.
     위 인용문에서 보듯이, 하이에크가 법의 유지·집행 및 군대와 경찰력을 제외하고 정부가 법적 독점을 소유하고 있거나 소유하려고 애쓰는 모든 분야─교육에서부터 운송, 통신, 우편, 전신, 전화, 방송에 이르기까지 소위 ‘공익사업’ 전부와 여러 가지 ‘사회’보험, 그리고 무엇보다 화폐 발행─에 대해서 명시적으로 언명한 자기 주장은 그러한 서비스에 대해서 “법적 독점을 부여하는 것은 사회적 이해에 부합하지 않는다”라는 것, 그리고 독점을 행사하는 정부기관이 해당 서비스를 명목으로 거둔 세금을 “정부 이외의 다른 방식으로 해당 서비스를 공급받기를 원하는 모든 사람들에게 환불해주어야 한다”는 것이다. 이 두 가지 주장이 함축하는 바가 결국에는 이러한 정부 서비스의 사유화를 주장한 것이나 마찬가지라고 이해할 수도 있을 것이다. 하지만 하이에크 본인은 그처럼 딱 부러지게 명언하지 않았거나 그러지 못했다. 이 같은 하이에크의 모호한 태도는 정부 독점 서비스의 사유화뿐 아니라, 이 문단의 마지막 문장에서 보듯이 보편적 의료서비스와 실업보험(그리고 모종의 최저소득)을 적극적으로 지지하는 언급에서도 엿보인다(옮긴이).


[해당 본문]
그는 또 노동이 국경을 넘어 자유롭게 이동해야 한다고 생각했다. 하지만 의미심장하게도 하이에크는 그의 일반적 목표를 지지하는 요즘 사람들이 보기에 깜짝 놀랄 만한 이야기도 했다. 보편적 의료서비스와 실업보험을─국가가 직접 맡거나 아니면 국가의 주관하에 실행되도록 해서─의무적으로 제공해야 한다고도 주장했기 때문이다.

분명히 앞의 본문과 [역주]의 인용문에서 본 것처럼 하이에크는 여러 가지 ‘사회’보험의 사유화를 주장하는 듯한 발언을 했다. 하지만 이 문장에서 저자가 언급하고 있듯이 하이에크는 다른 대목에서 “여러 가지 ‘사회’보험”에 속하는 의료보험과 실업보험─나아가 최저소득─을 국가가 관장해야 한다고 주장하는 듯한 발언도 했다. 앞의 13장에서 보았듯 하이에크는 1944년의 저서 『노예의 길』, 9장 “안전과 자유(Security and Freedom)”에서 다음과 같이 주장했다. 
“우리 사회가 이미 달성한 정도로 부의 일반적 수준에 도달한 사회라면 일반적 자유를 해치지 않고도 이와 같은 종류의 안전(즉, 모든 사람이 혹독한 물질적 궁핍에서 벗어나 최소한의 생존을 보장받을 수 있는 안전)을 모든 사람에게 보장해주지 못할 이유가 없다.”(본서 13장 ???쪽 및 [역주]52 참조. 상호참조 표시. [p201-1], [역주]52) 

또한 『노예의 길』, 같은 장에서 이렇게 주장하기도 했다.
건강과 일할 능력을 충분히 보존할 수 있도록 최소한의 의식주가 모든 사람에게 보장될 수 있다는 점에는 의심의 여지가 없다. ... ... 질병과 사고의 경우처럼 피해자들이 도움을 받더라도 재앙을 피하려는 욕망이나 재앙의 결과를 극복하려는 노력이 일반적으로 약해지지 않는 경우, 요컨대 보험을 통해 제대로 위험에 대처할 수 있는 경우에는, 국가가 포괄적인 사회보험을 조직하는 일을 지원해야 한다는 명분이 아주 강하다.”(본서 13장 ???쪽 참조. 상호참조 표시. [p199-3])   

그리고 하이에크는 『법과 입법 그리고 자유』의 제2권(1976년), 9장 “‘사회적’ 혹은 분배적 정의(‘Social’ or Distributive Justice)”에서는 다음과 같이 주장하기도 했다.

“자유사회에서 정부가 모든 사람을 극심한 궁핍에서 보호하지 못할 이유는 없다. 최저소득을 보장해주거나 누구도 어떤 최저한의 생활수준 밑에서 살아갈 필요가 없도록 배려해주면 된다. 그처럼 극심한 불행에 대해 보험을 구축하는 것은 모든 사람의 이해에 부합하는 일일 것이다. 달리 보면 사회를 이루고 사는 세상에서 스스로 자신을 건사하지 못하는 사람들을 돕는 것은 모든 사람의 명백한 도덕적 임무라고 여겨질 것이다. 어떤 이유에서든 시장에서 적절한 먹고살 거리를 벌 수 없는 모든 사람들에게 일률적인 최저소득을 시장의 외부에서 제공해주는 한, 그것 자체가 자유를 제한할 이유도 없고 법의 지배와 상충될 이유도 없다.” (Hayek, Law, Legislation and Liberty, Vol. 2: The Mirage of Social Justice, p. 87.)

The oceans are mostly composed of warm salty water near the surface over cold, less salty water in the ocean depths. These two regions don't mix except in certain special areas. The ocean currents, the movement of the ocean in the surface layer, are driven mostly by the wind. In certain areas near the polar oceans, the colder surface water also gets saltier due to evaporation or sea ice formation. In these regions, the surface water becomes dense enough to sink to the ocean depths. This pumping of surface water into the deep ocean forces the deep water to move horizontally until it can find an area on the world where it can rise back to the surface and close the current loop. This usually occurs in the equatorial ocean, mostly in the Pacific and Indian Oceans. This very large, slow current is called the thermohaline circulation because it is caused by temperature and salinity (haline) variations.




This animation shows one of the major regions where this pumping occurs, the North Atlantic Ocean around Greenland, Iceland, and the North Sea. The surface ocean current brings new water to this region from the South Atlantic via the Gulf Stream and the water returns to the South Atlantic via the North Atlantic Deep Water current. The continual influx of warm water into the North Atlantic polar ocean keeps the regions around Iceland and southern Greenland mostly free of sea ice year round.

The animation also shows another feature of the global ocean circulation: the Antarctic Circumpolar Current. The region around latitude 60 south is the the only part of the Earth where the ocean can flow all the way around the world with no land in the way. As a result, both the surface and deep waters flow from west to east around Antarctica. This circumpolar motion links the world's oceans and allows the deep water circulation from the Atlantic to rise in the Indian and Pacific Oceans and the surface circulation to close with the northward flow in the Atlantic.

The color on the world's ocean's at the beginning of this animation represents surface water density, with dark regions being most dense and light regions being least dense (see the animation Sea Surface Temperature, Salinity and Density). The depths of the oceans are highly exaggerated to better illustrate the differences between the surface flows and deep water flows. The actual flows in this model are based on current theories of the thermohaline circulation rather than actual data. The thermohaline circulation is a very slow moving current that can be difficult to distinguish from general ocean circulation. Therefore, it is difficult to measure or simulate.

This animation first depicts thermohaline surface flows over surface density, and illustrates the sinking of water in the dense ocean near Iceland and Greenland. The surface of the ocean then fades away and the animation pulls back to show the global thermohaline circulation.
