A New History of German Literature::: Fourteen years had passed since the defeat and collapse of the Nazi regime when Guenter Grass's novel ^Die Blechtrommel^(The Tin Drum) appeared to spectacular success in 1959. But the pat still cast a dark shadow over German life and politics. (...) The currency reform of 1948 had sparked a remarkable economic recovery, but one of the principal effects of this ^Wirtschaftswunder^ (economic miracle) was to blunt the memory of the past and encourage people to turn a blind eye to the activities of neo-Nazi elements and the National Democratic Party, which gained considerable strength in the 1960s. Finally, the now aged chancellor's refusal to yield to those in his party who wished him to retire in favor of a more vigorous leader spread an air of disenchantment over the country; new ideas and initiatives were postponed, and government authority suffered in consequence. Grass's novel was informed by all of these circumstances and tendencies.

William Paley (July 1743 – 25 May 1805) was an English Christian apologist, philosopher, and utilitarian (...) best known for his exposition of the teleological argument for the existence of God in his work Natural Theology, which made use of the watchmaker analogy (also see natural theology).

(...) He lectured on Samuel Clarke, Joseph Butler and John Locke in his systematic course on moral philosophy, which subsequently formed the basis of his Principles of Moral and Political Philosophy; (...)

(...) The book was published in 1785 under the title of The Principles of Moral and Political Philosophy, (...) Paley strenuously supported the abolition of the slave trade, and his attack on slavery in the book was instrumental in drawing greater public attention to the evil trade. In 1789 a speech he gave on the subject in Carlisle was published.

Some of his other political, social and economic ideas are remarkably advanced. He  [:]
  • defends the right of the poor to steal, particularly if they are in need of food, 
  • and proposes a graduated income tax in order to limit excessive accumulations of wealth in few hands
  • He was also an advocate of enabling women to take up careers, rather than perpetually to depend on the property owned and inherited by male relations. (He was well aware of the fact that women lower in the social scale worked - his argument was with the system which prevented talented and capable middle-class women from taking a role in the economy.)

Paley's famous, and controversial, fable of the pigeons, which has a strong criticism of the system of property ownership and of the draconian means used to defend it - the Bloody Code - is found in Book III of Principles. John Law tried to get Paley to remove the passage, because it would prevent him becoming a bishop. Paley refused.

Paley's Principles of Moral and Political Philosophy was one of the most influential philosophical texts in late Enlightenment Britain. It was cited in several Parliamentary debates over the corn laws in Britain, and in debates in the US Congress. The book remained a set textbook at Cambridge well into the Victorian era. Even Charles Darwin was required to read it when he studied at Christ's College. But it was Natural Theology that Darwin was most impressed with, though it was not a book undergraduates were required to read.

Paley is also remembered for his contributions to the philosophy of religion, utilitarian ethics and Christian apologetics. (...) The main thrust of his argument was that God's design of the whole creation could be seen in the general happiness, or well-being, that was evident in the physical and social order of things. Such a book fell within the broad tradition of natural theology works written during the Enlightenment; and this explains why Paley based much of his thought on Ray (1691) and Derham (1711) and Nieuwentyt (1750).

(...) Perhaps the most famous is his analogy between a watch and the world. Historians, philosophers and theologians often call this the Watchmaker analogy. The germ of the idea is to be found in ancient writers who used sundials and Ptolemaic epicycles to illustrate the divine order of the world. These types of examples can be seen in the work of the ancient philosopher Cicero, especially in his De natura deorum, ii. 87 and 97 (see Hallam, Literature of Europe, ii. 385, note.). The watch analogy was widely used in the Enlightenment, by deists and Christians alike. Thus, Paley's use of the watch (and other mechanical objects like it) continued a long and fruitful tradition of analogical reasoning that was well received by those who read Natural Theology when it was published in 1802.

Since Paley is often read in university courses that address the philosophy of religion, the timing of his design argument has sometimes perplexed modern philosophers. Earlier in the century David Hume had argued against notions of design with counter examples drawn from monstrosity, imperfect forms of testimony and probability, and it has been assumed that Paley could not have read Hume. (...) Hume's examples ring true with many 21st century readers, and they appealed to some of Paley's 18th-century contemporaries as well. Paley adopted a number of Hume's points, although he rejected most (but not all) of those aspects of his arguments which were considered to be inconsistent with Christian theology. (...) Notably, Paley and Hume both rejected Scottish moral sense theory, on the grounds that one could not know with certainty that there was such a thing as a moral sense. Both based their philosophical hermeneutic in probability theory. Notions of evidence and probability were different then, being based in legal thought rather than statistics. Hume was trained as a lawyer, and Paley was regarded by his peers, some of whom were prominent lawyers themselves, as having one of the most acute legal minds of his age. Hume's arguments were only accepted gradually by the reading public, and his philosophical works sold poorly until agnostics like T H Huxley championed Hume's philosophy in the 19th century.

Today, Paley's name evokes both reverence and revulsion and his work is cited accordingly by authors seeking to frame the history of human thought. Even Richard Dawkins, an opponent of the design argument, described himself as a neo-paleyan in The Blind Watchmaker. Today, as in his own time (though for different reasons), Paley is a controversial figure, a lightning rod for both sides in the contemporary "war between science and religion". Consequently, it is difficult to read him with objectivity, as his writings reflect the thought of his time, but as Dawkins observed, his was a strong and logical approach to evidence, whether human or natural. The Oxford constitutional theorist A.V. Dicey had his pupils read the Evidences to teach them about legal reasoning. It is for such reasons that Paley's writings, Natural Theology included, stand as a notable body of work in the canon of Western thought.

[독자서평] 자본주의, 그리고 세계의 운명: <물질문명과 자본주의 읽기>

역사학의 교황, 자본주의를 말하다

<물질문명과 자본주의 읽기>(이하 <읽기>)는 1976년 페르낭 브로델(1902~1985)의 미국 존스홉킨스 대학 강연의 강의 원고이다. 페르낭 브로델이라는 이름이 생소한 이도 있겠지만, 그는 그 유명한 프랑스 ‘아날학파(Annales)’를 이끈 역사가로 아날의 역사학적 문법을 만든 사람이라고 해도 크게 틀린 말은 아닐 것이다. ‘역사학의 교황’으로 불린 그는 의심의 여지없이 20세기 최고의 역사가다.

〈읽기〉는 브로델의 대작 〈물질문명과 자본주의〉(이하 <물질문명>)에 관한 소개서로, 저자 스스로가 단 일종의 주해서이기도 하다. 이 책이 반가운 이유는 원저의 만만치 않음 때문이다. <물질문명>은 총 3부작으로 되어 있는데, 1부가 출판된 것이 1967년으로 3부까지 모두 책으로 완성되어 나온 것은 1979년이었다. 브로델은 이 책을 쓰는데 만 약 20년 가까운 세월을 보냈다.

다행히도 주경철 서울대 교수가 1996년과 1997년 사이에 낸 우리말 번역본이 있지만, 총 6권으로 분량만 해도 거의 2,800페이지에 이른다. 번역본 역시 가히 대작이라 할 만하다. 그런 의미에서 <읽기>의 출판은 풍문으로 듣던, 혹은 어마어마한 분량에 기가 죽어 브로델 읽기에 주저하던 이들에게 좋은 입문서가 되어준다. 무엇보다 저자 자신의 육성이니 말해 무엇 하겠는가.

<읽기>의 구성은 원저와 마찬가지로 「일상생활의 구조(물질생활)」, 「교환의 세계」,「세계의 시간」으로 되어 있으며, 역자인 김홍식 선생의 성실한 해제가 덧붙여져 있다. 따라서 여기서 <물질문명>을 축약한, 거기다 별도의 해제까지 붙은 <읽기>를 또다시 요약할 필요는 없을 거 같다. 다만 이야기를 풀어가기 위해, 브로델이 말한 자본주의의 존재방식과 특성에 대해서는 부연해야만 할 거 같다. 실은 그것이 <읽기>는 물론 <물질문명>의 핵심이기도 하다.

브로델의 ‘자본주의’는 그 자체로 설명되지 못한다. 브로델은 ‘경제’ 안에서 자본주의를 설명하는데 그에게 경제라는 것은 3층, 정확히 말하자면 지하 1층 지상 2층으로 된 하나의 구조물이다. 지하 1층에는 거대한 물질문명이 자리 잡고 있다. 이 영역은 과거 경제사가들이 주목하지 않았던 곳으로, 브로델은 인구와 식량, 주거, 의복 등 오랜 세월 자급자족 형태로 유지되어 왔던 것들을 통해, 인간의 관성적이고 육중한 ‘물질생활’ 혹은 ‘일상생활의 구조’라는 것을 발견해낸다.


자본주의의 본질은 경쟁이 아니라 독점이다

그다음 이곳을 부식토 삼아 뿌리를 내리는 ‘교환의 세계’를 설명하는데, 이 영역이 바로 흔히 말하는 ‘경제’ 곧 시장경제다. 브로델은 이 시장경제의 영역 위에 다시 자본주의를 올려놓는데, 이것은 ‘시장경제=자본주의’라는 오랜 도식을 부정하는 것으로 전통적인 경제사가들과 충돌을 빚는 지점이다. 브로델이 보기에 자본주의는 경쟁을 특징으로 하는 시장경제와 달리 경쟁하지 않는다. 그는 자본주의의 본질을 ‘독점’이라고 보았다.

예컨대 골목길 빵집들은 자신들이 만든 빵의 (화폐와의) 교환가치를 높이기 위해 경쟁하지만, 재벌 2세들의 베어커리사업은 거의 경쟁 없이 골목길 상권을 ‘독점’한다. 또한 그들은 상황이 불리해지면 곧바로 자본을 회수, 지체 없이 다른 시장으로 미끄러져 들어간다. 이러한 자본주의의 영역에서 움직이는 이들은 소수로, 대부분 경쟁 없이 시장을 지혜롭게 분할한다. 이들은 상호비방을 금기시하는 침묵의 카르텔을 맺기도 하는데, 조중동이 서로를 비판하는 기사를 싣지 않는 것도 같은 맥락이다. 이처럼 브로델이 생각하는 자본주의는 시장경제 위에서 굴림하며 시장을 왜곡하고 교란시키는 방식으로 자신의 이윤을 극대화시키는, 매우 유니크하고 배타적인 영역이다.

오늘날의 평가는 어떨지 모르지만, 당시로서는 논쟁이 될 수밖에 없는 주장이었다. 그러나 진짜로 브로델이 하고 싶었던 말은 제3장「세계의 시간」에 있다. 3장은 그가 일생을 두고 추구했던 야심찬 ‘전체사’의 기획이 구체화되는 부분이다. 그는 앞서 말한 3층 구조를 가진 복수의 ‘경제-체제’들을 가지고 전체사를 구성할 수 있다고 보았다. 즉 상층 자본주의 이동을 통해 각 경제-체제들은 해체와 재형성을 반복하는데, 이러한 메커니즘을 통해 세계사적 전망을 가질 수 있다는 것이다. 그가 분석한 15세기에서 18세기 유럽경제는 그런 식의 반복을 통해 베니치아-안트베르펜-제노바-암스테르담-런던 순으로 중심이 이동했으며, 그것이 곧 유럽의 ‘역사’라는 것이다.


태초에 자본주의가 있었다

이러한 브로델의 가설 혹은 모델은 동의여부를 떠나, 또 한 가지 중요한 충돌을 일으키는데, 그것은 자본주의를 하나의 ‘생산양식’으로 보는 관점을 거부한다는 점이다. 즉 자본주의는 고대 노예제에 이은 중세 봉건제를 대체한 근대의 지배적 생산양식이 아니라, (그의 표현을 그대로 빌리자면) “역사의 첫 새벽”부터 있어왔던 “역사의 상수(常數)”라는 것이다. 근대 유럽의 경제에 대해서도 그는 자본주의가 18세기 산업혁명을 통해 출현한 게 아니라, 상대적으로 좁은 상층의 영역에 머물고 있던 그것이 이윤의 극대화가 유리해진 환경이 만들어지자, 유통과 생산의 시장경제 영역으로 뚫고 내려온 것일 뿐이라고 해석한다.

이것은 매우 절망적인 선언이다. 왜냐면 그에 주장에 따르면 자본주의는 결코 극복되거나 다른 것으로 대체될 수 있는 것이 아니기 때문이다. 그는 <읽기>에서 역사의 변화에 대해 다음과 같이 말한다.

“구르는 바퀴의 위아래가 뒤집어지듯 세상은 변했습니다. 하지만 세상을 관통하는 법칙은 거의 변하지 않았습니다. 아직도 세상은 특권을 누리는 사람들과 그에서 배제된 사람들로 나뉩니다. 세상의 구조적인 모습은 여전히 그렇습니다.”(94쪽)

부정 혹은 절망을 뒤로 하고 일단 브로델의 충고를 받아들인다면, 오늘날 우리가 고민해야 할 것은 분명해진다. 어쩔 수 없이 자본주의와 함께 살아가는 법을 모색하는 것이다. 암이 치명적인 것은 암 그 자체가 아니라, 그것이 계속 증식하며 죽음에 이를 때까지 정상적인 세포를 파괴하기 때문이다. 다시 말해 자본주의가 역사의 상수라면 그것을 최소한의 것으로 만드는 일, 즉 자본주의를 다시금 제한된 좁은 영역으로 밀어 올리는 일 우리가 할 수 있는 전부이다.

어쩌면 그것이 광장을 점령하고 “이제 우리는 자본주의가 파괴되어가는 것을 지켜보는 목격자들이다”라고 외치는 것보다 훨씬 유효하고 현실적이지 않겠는가. 잘 알고 있듯 자본주의는 언제나 위기를 통해 자신의 생명력을 강화시켜왔다. 따라서 지금 우리가 목격하는 전지구적인 경제위기는 자본주의 붕궤의 징후가 아니라, 긴 호흡으로 조정국면을 거치고 있는 자본주의의 ‘성장통’일 가능성이 더 높다.

어찌됐든 지금 우리가 자본주의를 제한하고 통제가능하게 만드는 방법을 고민한다면, 그 방법 또한 브로델의 경제사 모델 안에서 찾을 수 있다. 브로델은 자본주의가 활력을 얻는 조건을 ‘높은 위계성’이라고 보았다. 그에 따르면 “자본주의는 매우 드넓은 공간을 권위주의적으로 조직하는 과정에서 태어났다.”(108쪽) 앞서 말했듯 브로델은 경제 자체를 하나의 위계 또는 구조라고 본다. 그러므로 애써 평가절하자면 자본주의는 자신이 놓여진 토대의 제약을 주어진 조건으로 살아가는 기생적 존재일 뿐이다.

그런데 반복되는 말이지만 문제는 그 상부구조가 자기 증식을 위해 하부구조를 계속해서 왜곡시키고 교란한다는 것이다. 예컨대, 근대 서유럽의 자본주의는 자기증식을 위해 신대륙에 고대의 노예제를 이전했고, 동유럽에 재판 농노제의 성립을 유도했다. (이러한 생산양식의 공시성은 엄연한 역사적 사실로, 마르크스주의자들의 도식적인 사적유물론을 초라하게 만든다.) 이것은 모두 자본주의가 이윤 확대를 위해 현실의 위계성을 강화한 것이다.

브로델이 좋아하는 이 위계성이라는 단어를 다른 쉬운 말로 바꾼다면 바로 “불평등”이다. 즉 자본주의는 불평등을 먹고 사는 존재다. 그러나 “자본주의가 세계의 불평등을 만들어 냈다”고 말하는 것은 아무런 의미가 없다. 그것은 누구나 아는 사실이다. 역설적으로 브로델의 관점이 희망적인 것은 자본주의가 ‘구조 안에’ 존재한다는 것, 다시 말해 특정한 토대에 얹혀 있는 ‘의존적 존재’라는 것이다. 여기서 우리가 놓치지 말아야 할 것은 ‘토대가 곧 제약’이기도 하다는 브로델의 반복되는 메시지다. 이 말은 위계성을 낮추면, 곧 불평등을 최소화하면 자본주의의 비정상적인(?) 준동 혹은 전이는 최소화될 수 있다는 뜻이기도 하다.

브로델 역시 직접적이진 않더라도 이러한 가능성에 대해 언급했는데, 그것은 왜 동시대 유럽의 경제―체제에서처럼 다른 경제―체제, 예컨대 아시아 지역에서는 자본주의 확장성이 눈에 띠지 않았는가하는 문제 제기로 나타났다. 그가 구한 답은 우선 ‘국가’였다. 경제-체제의 최상층을 국가가 차지, 자본주의를 압도했다는 것이 그의 생각이었던데 여기에는 사회 문화적 조건들, 즉 자본주의를 제약할만한 여러 요인들이 포함되어 있다.


자본주의의 폐기, 그 불가능성과 가능성

그럼에도 불구하고 〈읽기〉에 나타난 이 세계에 대한 브로델의 전망은 담담하다. 너무나 담담하여 어둡기까지 하다.

“긴 역사의 관점에서 보면 자본주의는 ‘밤의 손님’입니다. 모든 것이 다 갖추어졌을 때 자본주의가 당도하는 것이지요. 달리 말하면, 수직적 위계의 문제 자체는 자본주의 너머의 문제이고, 자본주의를 초월하는 문제이며, 자본주의가 출현하기 전에 앞서 존재하며 자본주의를 통제했습니다. 그리고 유감스러운 일이지만, 비자본주의 사회에서도 수직적 위계는 철폐되지 않았습니다. (…) 수직적 위계를 파괴해야 하는 것일까요? 1968년 장 폴 사르트르는 파괴해야 한다고 말했습니다. 하지만 과연 가능한 것일까요?”(89쪽)

굳이 분류하자면 브로델은 보수주의 역사가였다. 그가 그렇게 된 것은 어떤 정치적 지향 때문이 아니라, 그가 경험한 세계의 폭력과 절망 때문이었다. 브로델이 긴 시간의 역사, 그 유명한 “장기지속(long duree)”을 생각해 낸 것은 2차 세계대전 당시 독일군 포로수용소 안에서였다. 거기서 그는 매일 매일의 공포 속에서 살아남기 위해 “역사는, 운명은 훨씬 깊은 차원에서 쓰여 진다고 믿어야만 했다.”

수용소에서 그는 <지중해>라는 천 페이지가 넘는 박사학위논문의 초고를 참고문헌 하나 없이, 온전히 기억에만 의존하여 4년에 걸쳐 깨알 같은 글씨로 노트에 적어 스승인 뤼시앵 페브르에게 보냈다. 그가 그려낸 지중해의 역사는 장엄한 부동성으로 영속하는 긴 시간의 역사였다. 폭력의 세기에서 그는 인간의 역사는 지중해의 깊은 심연처럼 매우 느리게, 그리고 끈질기게 반복하는 움직임 속에서 만들어진다고 보았고 또 그렇게 믿어야만 했다.

그런 브로델에게 이 세계의 불평등(수직적 위계)은 또 하나의 장기지속(구조)으로 도무지 어쩔 수 없는 것이었다. 때문에 브로델의 물질문명 그리고 자본주의는 결코 희망적이지 않다. 그것은 지독하리만큼 무겁고 거대하며, 지긋지긋하게 모든 시대, 모든 장소에 회귀한다.
그럼에도 불구하고 <읽기>에는 그의 안에 남아 있던 어떤 갈등의 흔적들이 드러나 있다. 자주 레닌을 언급하며, 그의 주장 안에서 자신의 논지를 강화시키려 했던 점, 그리고 자신과 동시대를 살았던 프랑스 68혁명의 마지막 정신 사르트르에 대한 의식적인 언급이 등이 그것이다. 그런데 앞의 인용과 달리 그의 말년, 사르트르에 대한 생각은 조금 달라졌던 거 같다.

“용서를 바라며 여러분께 고백합니다. 나는 언제나 사르트르에게 커다란 감동을 느껴왔습니다. 나는 그가 모든 일에 옳다고 여기지 않았습니다. 그의 사상을 철저히 검토하면서 나는 그가 나와 비교해 볼 때 가끔 잘못을 범한다고 느꼈습니다. 그러나 나는 그가 언제나 현실에 참여하는 것에 감동받아 왔습니다. 나는 그렇지 못했습니다. 솔직히 인정하건대 그것은 잘못이었습니다.”

천여 페이지에 이르는 대작 <물질문명>을 끝내며 그가 한 말은 놀랍게도 다음과 같은 고백이었다. “자본주의라는 말을 가지고 수세기의 기간에 걸쳐 적용되는 핵심적인 모델을 만드는 것이 옳은 일일까?” 존스홉킨스 대학에서도 그는 다음과 같은 말로 자신의 긴 강연을 끝낸다. “역사는 항상 새로 시작되며 흘러갑니다. 역사는 늘 스스로 자신을 만들어내고 또 자신을 극복하며 흘러갑니다.” 엄청난 양의 증거와 그에 기반한 확신을 가지고 구조와 장기지속을 말하는 역사가의 결론치고는 너무나 소심하고 모순된 발언처럼 들리지 않는가.

그러나 이 너무나도 진중한 역사가 브로델이 오늘날 우리에게 주는 충고는 분명하다. 역사는 반복되는 것인 동시에, 끊임없이 새로 시작되는 것이라는 사실이다. 따라서 자본주의와 그것의 조건인 불평등과의 싸움은 몇 세기가 아닌, 인류의 전 역사를 두고 이루어져야만 한다. 그것이 역사의 시작과 함께 만들어져 공시적이며 보편적 구조가 되었다면, 그것에 저항하는 반대의 힘 역시 시간을 초월하여 모든 영역에서 이루어져야만 할 것이기 때문이다.
끝으로 그런 의미에서 <물질문명>이 브로델과 페브르가 주도한 “세계의 운명” 이라는 총서의 한 편으로 기획되었다는 것은 매우 의미심장하다. 세계의 운명! 그것은 아직 결정되지 않았다.

중도의 길을 말한다 (폴 새뮤얼슨)

과학은 발전하기도 하지만 퇴보하기도 한다. 경제학도 그렇다. 제2차 세계대전이 끝날 무렵 경제학을 소개하는 주력 교과서들은 생기도 의미도 잃고 말았다. 자연은 공백을 끔찍이도 싫어한다. 이 교과서는 1948년 새뮤얼슨의 《경제학》이라는 이름으로 초판이 나온 이래 대학 교육에 거시경제학을 보급했고, 세계화의 물결이 강도를 더해가는 세상에서 경제학을 가르치는 귀감으로 기여했다.

세월이 흐르면서 경제도 경제학도 엄청나게 변했다. 판을 거듭하면서 새뮤얼슨과 노드하우스의 《경제학》으로 이름을 바꾼 이 교과서는 세계경제가 밟아 온 변화를 책에 담았고, 경제학이라는 학문의 최전선을 개척해가는 엄밀한 경제적 사고의 최신 내용을 제공했다.

초판 이래 여러 가지 수정이 많았지만, 놀랍게도 이번의 제19판이 아마도 가장 큰 수정일 것 이다. 이번 판을 우리는 중도주의 교과서라고 부른다. 이 수정판 교과서는 혼합경제의 가치를 주창한다. 혼합경제란, 엄격한 원리 원칙에 따른 시장 운영과 정부의 공정한 감독을 결합하는 경제를 말한다.

오늘날 중도주의가 극히 중요한 이유는 세계경제가 처참하게 붕괴되었기 때문이다. 아마도 1930년대 대공황 이래 출현했던 순환적 침체 가운데 최악의 사태일 것이다. 통탄할 일은, 많은 교과서들이 자만과 독선으로 치달은 자유지상주의 쪽으로 지나치게 멀리 나갔다는 것이다. 이 교과서들은 자유방임적 금융을 찬미하는 데 나섰고 정부의 규제와 감독을 철폐해야 한다고 주장했다. 그러한 방향만을 치켜세웠다가 지금 쓰라린 결과를 보고 있다. 비이성적으로 과열된 주택시장과 주식시장이 결국 붕괴하면서 지금의 금융위기를 몰고 온 것이다.

우리가 묘사하는 중도주의는 무슨 처방이 아니다. 독자들더러 본래 신념과 다르게 이리 생각하라거나 저리 판단하라고 설득하려 하지 않는다. 우리는 분석가이지 인기 있는 처방을 내는 사람이 아니다. 우리가 주제로 삼는 중도주의는 이데올로기에서 나온 것이 아니다. 우리는 하이에크-프리드먼의 자유지상주의나 마르크스-레닌의 관료적 공산주의가 빚은 결과가 무엇인지 파악하기 위해 사실과 이론을 체를 치듯 걸러낼 뿐이다. 최상의 윤리와 가치판단은 각 독자가 알아서 자기 입장을 결정하면 된다.

그러한 경제 문제를 두루 살펴볼 때 경제사를 통해 확인하는 사실은 이것이다. 즉 정부규제를 걷어낸 자유방임 자본주의나 과도하게 규제하는 중앙계획이나 현대 사회를 효과적으로 조직할 수 없다는 것이다.

좌파와 우파가 저지른 어처구니없는 결과를 본다면 중도주의로 갈 수밖에 없다. 지난 20세기 중엽 광활한 공산주의권에서 엄격한 통제를 수반하는 중앙계획이 득세했지만, 경제 침체와 소비자 불만이 커져서 결국 폐기되었다.

하이에크와 프리드먼은 노예의 길로 가지 말라고 경고했다. 그들이 반대한다던 노예의 길이란 정확히 무엇인가? 그것은 사회보장과 최저임금과 누진세제를 비롯해 국립공원과 환경을 보호하고 지구 온난화를 억제하기 위한 정부 개입이었다. 하지만 이러한 정책 프로그램은 고소득 사회의 대다수 사람들이 지지하는 것들이다. 그러한 정책이 표방하는 혼합경제는 법의 지배를 확립함과 동시에 경쟁의 자유를 제한적으로 인정하자는 것이다.

이 책에서는 중도주의적 견지에서 경제학을 풀어간다. 그동안 중국과 인도, 라틴아메리카를 비롯한 신흥 국가의 수많은 학생들이 경제적 지혜를 얻기 위해 이 책을 찾았다. 우리 저자들의 임무는 경제학자들이 갈고닦은 최신의 생각 또 최선의 생각을 책에 담아내는 것이다. 아울러 현대 혼합경제의 논리를 묘사하고 동시에 그 논리를 비판하는 좌우파의 시각을 언제나 치우침 없이 공정하게 소개하는 것이다.

하지만 우리의 중도 선언에 한마디 더 보태고자 한다. 우리는 ‘제한적 중도주의(limited centrism)’가 틀림없이 존재한다고 본다. 우리의 지식은 불완전하고 사회의 자원은 제한적이다. 게다가 잘 알고 있듯이 우리는 지금 아주 힘겨운 난관에 처해 있다. 고삐 풀린 자본주의가 고통스러운 소득과 부의 불평등을 초래했다는 것도 잘 알고 있으며, 공급 측면 중심의 재정 원리가 엄청난 재정적자를 유발했다는 것도 잘 알고 있다. 또한 현대적 금융의 대단한 혁신이라는 것들이 정부규제가 없는 시스템에서 작동하면 수조 달러의 손실을 내서 유서 깊은 금융기관들을 폐허로 만들어버린다는 것도 지켜보았다.

우리 사회가 나아가는 지향점을 다시 제한적 중도로 되돌려야 한다. 그래야만 세계경제가, 진보의 결실이 좀 더 골고루 분배되는 완전고용으로 돌아갈 수 있을 것이다.
